The Position Child Care Associates is seeking a full-time Senior Procurement Specialist to assist with sourcing and procurement to ensure efficiency, cost savings, compliance, best value and best practices. Under the direction of the Child Care Management Services (CCMS) Director and CCA Procurement Director, this position will facilitate CCMS’s procurement process. This position will act as an internal resource to CCMS providing information and services to meet the purchasing needs of the organization.

Requirements

Responsibilities • Ensure CCMS maintains compliance with all purchasing related regulatory requirements. • Coordinate the purchasing of goods and services for CCMS. • Review specifications, quotations, proposals, and qualifications in accordance with all agency, local, state and federal requirements. • Conduct market research and perform cost analysis. • Research and identify prospective suppliers/vendors. • Analyze industry and demand trends and support management with the development and implementation of sourcing strategies. • Prepare Requests for Quotations (RFQ’s); evaluates quotes received, selects suppliers, and purchases items. • Prepare Bids, RFQ’s, RFP’s and RFI’s as needed. • Negotiate with vendors. • Review purchase requests from co-workers; monitor the status of open purchase orders and resolve purchasing issues. • Enter purchase orders into the accounting software system with accuracy. • Implement procurement best practices already in place and provide thought leadership necessary to adopt new best practices. • Create and maintain thorough procurement records. • Compile information/records/documentation in an organized and trackable format. • Monitor and ensure the compliance with all rules, statutes, and regulations governing purchasing activities. • Performs other duties as assigned. Train and ensures staff comply with agency policies and procedures, federal, state, local and any other regulatory requirements. • Monitor the effectiveness of purchasing practices and departmental services; implement changes necessary to improve operational efficiency and types of services. • Attend and participate in a variety of meetings, seminars, and conferences; stay abreast of trends, developments, and legislative changes impacting the field of purchasing. • Regular and consistent attendance at work. Core Qualifications • A bachelor’s degree in a related field preferred. • Minimum 3 years’ procurement work experience in the public sector. • Any combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered. • Possession of a professional purchasing credential/certification or contingent upon acquiring. • Extensive knowledge of regulations governing public purchasing activities, governmental/public procurement processes and procedures. • Ability to consult and coordinate regarding purchasing requirements. • Strong knowledge of coordinating bid processes and preparing bid documentation, specifications, and contracts. • Proficient in Microsoft Office applications. • Ability to learn accounting and system software. • Strong business practices with excellent communication, interpersonal and negotiating skills. • Strong analytic, critical thinking and problem solving skills. • Strong skills in research, analysis, and developing sourcing documentation and information. • Ability to work with co-workers, employees and management in a pleasant, professional manner. • Ability to maintain good working relationships with vendors, work under pressure and meet established deadlines. Compensation Compensation is expected to be $70,000 annually, exempt. A competitive benefits package is provided, including employee health insurance plan options (at limited cost to employee $30/per month for employee only coverage), dental insurance, life insurance, wellness benefits, and a retirement plan. Employer contributes 4% to the retirement plan after one year of employment and will match at 50% up to an additional 4% employee contribution. Flexible Paid-Time Off begins upon hire with paid holidays and employer-provided week off at December holiday time. Child Care Associates will provide reimbursement for a reasonable cost of moving expenses.
