Fairfax County Government is seeking a dynamic professional to lead the Department of Procurement and Material Management (DPMM) and serve as the County's Purchasing Agent. Fairfax County, with a population of more than 1,200,000 residents, is located in the metropolitan Washington DC area. The Department of Procurement and Material Management is committed to providing the necessary resources that establish a foundation for quality service to the community. The DPMM Director leads a team of 72 staff and reports directly to the Chief Financial Officer and is responsible for the strategic direction, organization, coordination, development, and implementation of the County's procurement, grants management and material management responsibilities. The DPMM Director ensures that the execution of standards, controls, policies, and procedures are fully executed to manage the acquisition and reporting of the County's contracting for goods and services, grant administration and oversight, fixed and consumable inventory oversight, material management, and corporate system management and administration. The successful candidate must be a visionary who is detail-oriented and who can plan for and implement systems and processes to pave the way for the efficient and effective provision of services to our residents. This Senior Management Team position will interface with all departments of the County including the Fairfax County Public Schools, as well as with suppliers, community partners and other public and private organizations. The fast-paced environment of the department demands that the incoming Director be comfortable multitasking while constantly prioritizing needs and demands. While experience with standard procurement practices and methods is necessary, experience with innovative procurement approaches will also be beneficial to address the full range of job responsibilities. Note: This position is assigned to the County's exempt service and serves at the pleasure of the County Executive and Board of Supervisors.

Requirements

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four year college or university with major course work in public administration, business administration or related field; plus, courses in contracting, procurement and logistics; plus seven years of increasingly responsible technical experience in a centralized procurement and material management program preferably in government of which at least four years must have been in a managerial capacity; Certification by a nationally recognized procurement association; Master's degree preferred. CERTIFICATES AND LICENSES REQUIRED: Nationally recognized Professional Purchasing association. PREFERRED QUALIFICATIONS: Master's degree Seven years of experience in a centralized procurement and material management program within a medium to large municipal government or private sector organization dealing with municipal purchasing. NECESSARY SPECIAL REQUIREMENTS: The appointee to the position must satisfactorily complete a criminal background check and a credit check. All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter. PHYSICAL REQUIREMENTS: Sufficiently mobile to attend meetings and make presentations to county staff and community. Ability to communicate clearly and concisely, both orally and in writing.
