The Senior Contracting Agent, as part of the Construction & Facilities Maintenance Procurement division of the Materials Management Department, is responsible for the full range of purchasing functions to obtain goods, systems or services with specialized requirements. Responsibilities include: - Act as an advisor to internal organizations regarding acquisition strategy, contract types, contracting methods, and sole source and competitive acquisition strategies and procedures and participate in meetings to ensure all involved departments understand the project scope and requirements. - Develop and issue solicitations, promote Metra's diversity outreach program, conduct pre-bid/pre-proposal conferences (which may require field visits), provide solicitation evaluation oversight. - Assess, interpret, and review documents, terms, and conditions to evaluate risk and ensure departmental understanding in conjunction with Metra's Legal Department. - Attend contractor progress meetings, as required. - Assist in contractor claims and changes negotiations. - Lead internal teams for all negotiated contract actions, including initial contract award, task orders, and modifications during administration. - Ensure all contract content is agreed upon by internal stakeholders and has complied with internal processes and procedures. - Perform cost and price analyses to assist in fair and reasonableness determinations. - Liaise between department and contractor to interpret contractual obligations, resolve problems, and provide technical expertise and assistance related to agreements and contracts. - Review and approve requisitions, purchase orders, change orders and other financial documents for match exceptions, compliance with administrative regulations and purchasing policies, and accuracy of accounting, project budget and commodity codes within the ERP System (Microsoft Dynamics AX). - Monitor contractor performance and perform close-out of contracts in compliance with Metra policy, applicable laws and regulations, delivery schedules, payment provisions, and other contractual requirements. - Ensure compliance with State of Illinois, Federal Transportation Administration (FTA), Federal Acquisition Regulation (FAR), Regional Transit Authority (RTA), local regulations, and Metra policies and procedures. - Guide and mentor other procurement staff regarding procurement processes and procedures. - Assist with contract reviews and audits for the organization with both internal and external audit agencies.
1.) Bachelor's degree OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in contracting and procurement services. 2.) In addition to #1, must have a minimum of five (5) years of progressive experience in contracting and procurement services that includes the full range of public contract procurement methods and administration, and project management, preferably. 3.) Proficient in Microsoft Office Suite, specifically Word and Excel. 4.) Strong and effective verbal and written communication and organizational skills. 5.) Strong: - interpersonal skills in dealing with all levels of management, employees, external groups and/or organizations. - ability and experience planning and coordinating to completion multiple concurrent tasks, meeting deadlines, and maintaining accuracy. 6.) Able to work independently and manage multiple projects on a daily basis in a demanding and fast-paced environment.
