The Chief Objective of this position is to: Provide overall management and guidance to the departmental functions which include Purchasing, Central Warehouse, Receiving, and Postal Services; Develop and implement policies and procedures to direct the procurement, storekeeping, receiving, delivery, property control and disposal activities of the University as prescribed by State laws and directives and University Policy; and Serve as the Universityâs chief procurement officer in all matters related to the exercise of authority as delegated by the Commonwealthâs Department of General Services, Division of Purchase and Supply and other State agencies, as applicable.
RequirementsRequired Knowledge, Skills, and Abilities: Comprehensive knowledge of the purchasing and contract administration principles and procurement procedures to advise and assist University personnel in procurement of supplies, equipment, and services. Demonstrated ability to interpret and apply policies and procedures. Demonstrated supervisory skills. Ability to plan and direct the work of subordinates; skills in automated data processing systems. Excellent customer service skills to interact with the public, staff, and students. Excellent organizational skills and ability to work independently. Excellent written and oral communication skills. Required Education: Must have a Masterâs degree in a related field or a Bachelorâs Degree in a related field and work experience that equates to an advanced degree. Virginia Contracting Officer certification and Virginia Construction Contracting Officer (VCCO) or the ability to achieve certification within six months of start date into the position. Required Experience: Demonstrated experience in purchasing and contract administration. Experience interpreting and applying complex procurement policies. Experience supervising staff. Experience with automated data processing systems.
