Administrative and supervisory work coordinating the procurement operations of the County's central purchasing system. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. The Purchasing Manager is responsible for review of specifications and scope of work, review of solicitations and Board agenda items, conducting presentations and/or outreach, analysis of vendor responses, and award justification in a project-based environment. The Purchasing Manager must exercise independent judgment in resolving problems and issues relative to vendors, perform technical research, prepare reports, and communicate orally and in writing with vendors, County user agencies and other governmental agencies on procurement issues. This position includes supervisory and administrative responsibility and represents Broward County to a variety of stakeholders, internal and external. The Purchasing Manager is responsible for recommendations of revised or new procedures, analysis of potential industry impacts on projects (legislative, procedural changes, etc.), and resolving complex procurement issues.


Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field. Requires six (6) years in a large centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.

Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control. Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors. Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents. Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority. Actively participates in meetings at various levels regarding potential, planned and in progress projects. Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management. Performs related work as assigned.
