Summary Responsible for procuring materials, equipment, services, and other items in a timely and cost effective manner for the City of Garland. Also, responsible for complying with all applicable laws and policies. Essential Duties and Responsibilities 1) Collaborate with internal customers in preparing purchasing requests (PR) and developing specifications for purchases typically up to $100,000. 2) Ensure required documentation is completed and included in requests for bid/proposal packages. 3) Negotiate with vendors and suppliers for appropriate services and products. 4) Resolve issues concerning delivery, quality, specifications, damaged materials, non-performance, and billing. 5) Monitor and participate in purchasing processes from pre-requisition to close out. 6) Identify potential suppliers through networking with metroplex cities, attending buyer/supplier events, and conducting Historically Underutilized Business (HUB) research. 7) Assist internal customers with purchasing inquiries and educate about procurement practices. 8) Remain abreast of current market trends as well as purchasing improvements and cost-saving initiatives. 9) May conduct research regarding State and Co-Op pricing and contracts. 10) May assist in P-card training for internal customers. 11) May perform P-card administrative duties. 12) May perform grant requirement and compliance research. 13) May assist with the logistics for City auctions.


Minimum Qualifications

  • Bachelor's Degree in Business Administration, Supply Management or related field of study
  • 3 years related experience Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Qualifications Education/ Experience:
  • Bachelor's Degree in Business Administration, Supply Management or related field of study
  • 3 - 5 years experience in procurement/supply management field; experience with governmental entity Knowledge, Skills & Abilities:
  • Comprehensive knowledge of Local, State, and Federal rules and regulations for government procurement
  • Comprehensive knowledge of purchasing and supply management techniques
  • Skill in Microsoft Office (including; Access, Excel, Outlook and Word)
  • Skill with financial software
  • Skill in negotiation tactics
  • Ability to utilize analytical judgment and decision-making abilities appropriate to the work environment, laws, policies and procedures Licenses and Certifications
  • Valid Class C Texas driver's license
  • Professional Purchasing Certification preferred (CPPB, CPPO, CPM, CPSM)
