Description
This is the second of three levels in the Purchasing series. Responsibilities may include preparing bids and requisitions; establishing purchasing timelines; approving sole source and emergency purchases; interpreting and applying purchasing policy to unique situations; and maintaining documentation of purchasing activity.
***PLEASE NOTE: THIS POSITION WILL PRIMARILY FOCUS ON USING FEDERAL/GRANT/FTA FUNDS. GENERAL KNOWLEDGE OF GOVERNMENTAL PURCHASING AND GOOGLE SUITE ARE PREFERRED.

Essential Functions:
- Helps coordinate purchasing procedures and processes, which may include establishing purchasing timelines, approving sole source and emergency purchases, and interpreting and applying purchasing policies to unique situations.
- Participates in bidding activities and processes, which includes preparing specifications; soliciting bids and quotes; analyzing bids and recommending vendors; and/or performing related activities.
- Assists with the sale of surplus and obsolete private property through online auction; coordinates payment for and distribution of items with departments; and ensures the City receives credits for fees when a bidder defaults.
- Coordinates compliance with the City's Purchasing Card program; reviews card holder's purchases to ensure compliance with purchasing policy; and oversees and follows up with card holders to ensure receipt of required documentation.
- Prepares, reviews, and processes a wide variety of purchase orders, requisitions, and/or order changes for products or services, which includes confirming orders are correct, reviewing invoices, tracking fixed assets, and maintaining purchasing procedures for the Purchasing Department.
- Trains new staff on creating purchasing requisitions, purchase orders and purchase change orders in accordance with the City's purchasing policy.
- Answers questions from departments regarding requisition entry and change orders.
- Prepares a variety of operational records and reports.
- Performs other duties of a similar nature or level.
- Performs other related work as required.
Requirements
Education and Experience:
- Associate degree in Accounting, Business, Supply Chain or International Business related field.
- Two (2) years of purchasing experience.; An equivalent combination of education and experience sufficient to perform the job's essential duties.
