Description

Performs a variety of administrative and technical work involved in the large scale purchase of a wide range of materials, supplies and equipment. Oversees the purchasing bureau in accordance with the City Ordinance; does related work as required.

Requirements

Supervises and oversees bidding process, preparing, issuing, opening, evaluation, and placing purchase orders and/or request contracts Oversight of the p-card program Answers vendor questions during bidding process Reviews all requisitions for completeness, competitive nature of specifications and then acts upon them Develops purchasing policy and procedures Ascertains that purchases are made in accordance with City, State and Federal statutes and regulations Reviews and updates purchasing AIM when necessary Answers all questions pertaining to purchasing with various departments of the City of Allentown Attends all meetings regarding pre-bid information, staff meetings, etc. Supervises work of Buyers and clerical staff Evaluates effectiveness of contracts for price and delivery as requested Interviews salesmen as required Participates with other are Municipalities in cooperative purchasing activities Performs related work as may be required. Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
