Located in Northern Virginia, approximately 45 minutes northwest of Washington, D.C., Loudoun County is a growing and thriving community of more than 442,000 residents (2023 est.), surrounded by the Blue Ridge Mountains and the Potomac River. Dulles International Airport, a major facility serving nearly 21.4 million passengers every year, is in the southern part of the County. The expansion of the D.C. Metrorail into Loudoun County will enable transit-oriented, mixed-use developments with new and exciting living and dining options and allow residents to travel conveniently into and around the Washington, D.C. area. Loudoun's towns are known for their historic charm with downtown shopping districts that have restored buildings from the 1800’s. With a team of 60 FTEs and a budget of approximately $8 million for FY24, the Department of Finance and Procurement plays a vital role in supporting County agencies and Constitutional Officers to deliver high-quality services to the residents and businesses of Loudoun County. Under the guidance of the County Administrator, the department manages a variety of organization-wide processes, including program evaluation, accounting and financial analysis, procurement, and the administration of the County's financial reporting and payroll systems. The Director of Finance and Procurement must be collaborative, strategic, and proactive. The Director will need to be a strong, confident leader who can provide stability and inspire and motivate the team to achieve the County's goals and objectives. By focusing on a strong team, setting clear expectations, appreciating staff for their accomplishments, and fostering a culture of transparency, equity, and accountability, the candidate will maintain a high-performing team that is aligned with the County's mission, vision, and values. The Director will play a critical role in leading the department and setting the direction for the team.Requirements
The ideal candidate is an experienced finance professional with a passion for public service who will possess any combination of education and experience equivalent to a master’s degree from an accredited college or university in accounting, finance, business administration, public administration, or a related area with six years of related work experience with increasing responsibility and at least two years in a supervisory or management role. Experience in the Oracle software suite, grants management, and local government is preferred. Previous experience in a collective bargaining environment is a plus. Loudoun County offers a hiring range of $190,000 - $220,000 depending on qualifications and experience.
