DescriptionSpecific Duties and Responsibilities Essential Functions: 1. Procures goods and services utilizing requests for proposals (RFP), invitations to bid (ITB), requests for qualifications (RFQ), and verbal quotes; in compliance with current state and local regulations and City polices. 2. Responds to inquiries and provides training, general information and assistance to departments in the procurement of materials and contractual services. 3. Oversees all accounts payable transactions including processing and monitoring payments and expenditures. 4. Accurately and legibly completes applicable reports, forms, and other required documentation. 5. Maintains bid, vendor and accounts payable records. 6. Conducts product/market research as required. 7. Administers contracts to ensure compliance with terms and conditions. 8. Contributes to improving the operations and efficiency of all work processes to decrease turnaround times, streamline procedures, and provide quality customer service. 9. Provide backup support to the Utility Billing Coordinator for special projects or absences. Responsibilities: Responsible for effective, efficient and accurate procurement, financial and administrative operations. Responsible in work to the Procurement Manager. Minimum Education and Training High school graduate or GED and three (3) years of experience to include two (2) years accounts payable experience and one (1) year procurement experience in the bid selection process are required. A Certified Professional Public Buyer (CPPB) is preferred.
Skill Requirements: Thorough knowledge of and ability to interpret/apply City policies and regulations pertaining to all aspects of procurement and accounts payable processes. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Must be able to communicate in a clear, professional manner; understand and follow instructions; and complete all forms and reports legibly and accurately. Ability to prioritize and complete multiple tasks; handle the pressure of deadlines; and read, transpose and analyze numbers quickly and accurately. The ability to establish and maintain effective working relationships with vendors, sales representatives, co-workers, supervisors and the general public. Must possess a valid Florida driver's license free of any serious violations. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Finance Department. Physical Requirements: Work is essentially sedentary with occasional walking, bending, lifting or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Reasonable accommodation will be considered for individuals with physical disabilities. Working Conditions: Works is primarily performed in an office environment but may be required to provide on-site assistance to all City departments as needed.
