Description
This position serves as Administrator of the State Procurement Office and Chief Procurement Officer for the State’s Executive Branch. This leadership position will oversee staff in the State Procurement Office as well as plan, direct and exercise authority of all state procurement operations. State procurement touches all facets of state government and can be leveraged to provide the strategic resources necessary for success. In a constantly evolving procurement environment, the State Procurement Office (SPO) leverages buying power and economies of scale, offers guidance, effects compliance, assists in capitalizing on emerging trends and technology, as well as helping to meet the challenges of procurement.
Mission Statement: The SPO acts as a strategic partner to foster public confidence by promoting procurement life-cycle excellence, program success, and government accountability.

Requirements
Minimum Qualification Requirements The State of Hawaii is looking for an innovative, fair-minded, and goal-oriented State Procurement Office Administrator.
Education: Graduation from an accredited college or university with a bachelor’s degree. Excess work experience as described below under Experience or any other progressively responsible administrative, professional, or other analytical work experience that provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree with the course work previously cited may be substituted for the required education on a year-to-year basis.
Experience: Five (5) years of progressively responsible professional experience which involved public procurement and two (2) years of administrative experience which involved planning, directing, staffing, budgeting, and formulating and implementing policies. In addition, the experience must have been gained within the last twelve years. Such experience must demonstrate knowledge of the laws, rules, regulations, and programs in governmental purchasing and contracting, and executive and organizational abilities.
Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time. Maximum annual salary of $148,572 based on experience and qualifications.
