Senior Director Operations, Contract Administration The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion. The SCA is seeking a Senior Director Operations, Contract Administration who is responsible for managing the daily operations of SCA Procurement. Although the placement is within the larger Contract Administration Department, the focus will be on Procurement more so than traditional "Contract Administration" and candidates must have a proven procurement background. Responsibilities include oversee the following: ●Procurement units (“Bid and Award”, “Contract Negotiations” and “Purchasing”) within the Contract Administration Department. The SCA’s Bid and Award Unit is responsible for the onboarding of the SCA Construction counterparts. The Senior Director will oversee the Bid & Award Unit, with the Manager, Contract Administration as a direct report. ●The SCA’s “Contract Negotiations” Unit, with Sr. Manager, Operations as a direct report. The Contract Negotiations Unit is responsible for onboarding our services (non-construction) counterparts utilizing the RFP (Request for Proposal) process. ●Purchasing Unit with Director, Purchasing, as direct report. The Purchasing Unit is responsible for procurement of the SCA’s goods and materials, as well as certain non-construction, non-personal services needs. ●Financial Readiness Unit. This oversight role requires a comfort level with Financial Statements and the concept of financial reviews. The calculation of firm “multipliers” (to be used in connection with hourly rate compensation of our consultants, where appropriate) is a key task within this unit. ●Third Party Communications Unit. This unit will have a heightened focus in the future and will be responsible for ensuring a sufficient supply of third party vendors, consultants and contractors to address SCA needs. General: ●Senior Director is the point person for all Procurement inquiries. Candidates must be comfortable with reviewing and analyzing data, and providing guidance with regard to appropriate workflow, approval levels, and policy development with a public sector mindset. ●The Senior Director should bring to the table significant Procurement experience and offer perspectives and guidance in all areas of Procurement. Public Sector procurement experience is a plus but not required. Must have the ability to review and understand relevant legislation and regulatory requirements as well as comprehend and interpret applicable laws and Policies and Operating Guidelines.Requirements
Minimum Qualifications: Baccalaureate degree plus fifteen years of full time, administration, experience in operations, construction, management, administration, or a related field; five years must be in an administrative or managerial capacity. Preferred Skills/Experience: Extensive and progressive full time diverse experience in the areas of public administration, prequalification, contract administration or procurement.
