Purchasing Technician Description Provides daily support for the operation of the Water and Power Department. Assists Water and Power department with purchasing functions, policies, and processes. Assists Water and Power Senior Buyer and Warehouse Operations Manager with inventory management. Maintains purchasing records in an appropriate manner. ESSENTIAL JOB FUNCTIONS: Assists the Water and Power Department in the acquisition of various materials, equipment and services needed in a cost-effective, professional, and ethical manner. Maintains regular communication with the Municipal Fiber division to ensure the availability of broadband materials. Maintains awareness of market trends affecting pricing, availability and quality of materials used by the department. Performs various procurement and materials management related functions for the City Water and Power Department. Processes requisitions and invoices in the electronic purchasing and inventory system. Assists W&P Senior Buyer, Warehouse Operations Manager and W&P staff to solicit informal quotes; tabulates and evaluates offers and makes award recommendations. Prepares documents for solicitation and publicly advertises using a web-based solicitation program to upload bid documents, awards, and plan holder's lists. Maintains purchasing files and adheres to all retention policies. Reviews, compiles and prepares a variety of materials for administrative, statistical, and analytical reports. Assists in the education of customers and vendors on City purchasing practices and procedures. Maintains utility inventory levels in the City warehouse by placing orders and evaluating appropriate level of inventory while avoiding excessive stock levels. Provide status on purchase orders through interaction with suppliers as a means of tracking delivery dates, partial shipments and price changes. Assists users with automated purchasing software to create, review, and process purchase requisitions and payment requests; provides problem resolution. Represents the City to vendors and local, regional and national public purchasing organizations. Promotes and participates in cooperative procurement projects with other agencies. Follows City and industry standard ethical procurement practices. OTHER JOB FUNCTIONS: May attend training seminars and conferences as requested. May participate in meetings off-site. Provides backup support for other personnel in the Water and Power Utility Accounting Department and City of Loveland Finance Department by maintaining a current knowledge of other procedures used. Sets up and assists users with ordering and navigating various websites including office supplies, etc. Other duties as assigned. SUPERVISORY DUTIES: None JOB QUALIFICATIONS: Knowledge, skills and abilities: Understanding of the technical requirements for broadband-related materials including cable, cabinets, splices, connectors, and ancillary equipment. Understanding of utility materials and equipment including pricing, lead times and material shortages. Ability to learn and adhere to the policies, procedures and goals of the City of Loveland and the Water and Power Department. Knowledge of the basic principles of public procurement. Knowledge of the basic federal, state, and local statutes, ordinances, resolutions and charter relating to purchasing and procurement. Skills in researching products and suppliers. Skills in utilizing automated purchasing software. Ability to use standard office equipment, computer equipment and software including word processing, data base management, spreadsheet applications and electronic mail. Ability to create and maintain accurate purchasing records. Ability to properly monitor and expedite delivery of goods and services. Ability to assist and educate employees and vendors on City purchasing practices, policies and systems. Ability to conduct data research and analysis. Ability to listen and communicate effectively both verbally and in writing with various audiences. Ability to establish and maintain effective working relationships with City employees, other agencies, vendors and the public by giving, receiving and clarifying information in a courteous and professional manner. Ability to work with little or no direct supervision. Ability to work effectively independently and in a team-oriented environment. Familiarity with modern office management practices. A Bachelor’s degree is acceptable in lieu of said experience. An equivalent combination of education and experience may substitute for the experience requirement on a year-for-year basis. Experience with computerized purchasing and inventory system(s) desired. Advanced knowledge of Excel and working knowledge of MS Word and Outlook required. Related coursework in finance, purchasing or materials management is preferred. Licensure and/or : Certified Professional Public Buyer (CPPB) is preferred. If the candidate is not certified at the time of hire, they must actively pursue the certification. It is preferred that such certification be attained within six (6) years.
