We are looking for a skilled manager and inspiring leader to serve as Director of Procurement Services for the Oregon Department of Education (Principal Executive/Manager F) At the Oregon Department of Education, we hire a workforce representative of the communities we serve, understanding that a diverse workforce strengthens our organization. As our Director of Procurement Services, you will lead a Procurement team of 10 staff and oversee the development and execution nearly $3.5 billion in contracts, grant agreements, purchase orders, and other form of agreements each biennium. As a skilled manager and leader of people you will support and empower employees to execute the agency's procurement and grant policies, processes, and procedures while ensuring funds are obligated appropriately. Your collaborative leadership will help guide the agency and the 197 school districts, 19 education service districts, and other service delivery organizations we support through changes in procurement systems, laws, and procedures that center equity in the contracting process. Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.

Requirements

This Is What You Need To Qualify Four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management. What are we looking for? Candidates who are the most competitive will possess the following background, skills and experience: Extensive knowledge and skill in analyzing procurement principles, ethics, laws, rules, policies and guidelines used in the procurement of goods and services either at a local, state, or federal government level. Experience supervising and leading a procurement team with an equity lens, with experience that included planning, assigning, and reviewing work, supporting subordinates through training, motivating others to work effectively, and efficiently and effectively managing a budget. Demonstrated accomplishment applying an equity lens to purchasing and contracting, including outreach and working with women and minority-owned businesses. Skill and ability to collaborate across systems to deliver procurement services across multiple organizations. Ability to communicate effectively both orally and in writing to a diverse audience Ability to solicit and value diverse viewpoints, come to resolution and agreement. A record of leading change in the development and implementation of procurement systems, processes, and procedures and helping users achieve their goals Skill in planning, developing, and implementing business policy and process improvements in an effort to create both efficiency and a high quality level of outcomes.
