THE POSITION: The Alameda County Water District, located in Fremont, California, is seeking to hire a Buyer I/II to join the Procurement and Contracts team. The Buyer I position, under general supervision, will perform tactical purchasing to obtain goods, materials, equipment and related services utilizing the Request for Quotation (RFQ) and Invitation for Bid (IFB). The Buyer II will perform strategic and complex purchasing activities utilizing Request for Quotations (RFQ), Invitation for Bids (IFB), and Request for Proposals (RFP) to obtain goods, materials, equipment and related services, and professional services in compliance with applicable state and federal public purchasing laws, rules, regulations and established Alameda County Water District policies and standards. The Buyer I is a professional entry-level class and the Buyer II is a professional journey-level class in the buyer job series. The Buyer I will independently performs tactical to moderately complex duties in purchasing assignments for equipment, materials, supplies, and services. The Buyer II will independently perform strategic and complex duties in purchasing assignments for equipment and supplies, materials and professional services. Such procurements would typically consist of the following characteristics: the materials, supplies, services or equipment are very technical, specialized and require research to establish specifications; sources of supply are limited and/or highly competitive, requiring in-depth analysis and/or negotiations to obtain fair and reasonable pricing; the purchase process consists of independent, multiple steps; purchase contracts are specialized and/or high dollar volume and may entail multi-year deliveries; and the purchase may expose the District to significant potential risk which must be minimized or mitigated. An incumbent is expected to provide customer-responsive, cost effective and high quality purchasing services for customers, consistent with applicable legal requirements. This job class requires initiative, accuracy, attention to detail, organizational skills, the ability to focus on multiple tasks, and professional level analytical and evaluative judgment. SALARY: Depending on qualifications and experience, this position may be filled at either level. The monthly salary ranges for the respective levels are as follows: Buyer I $7,648- $9,297 and Buyer II $8,498 - $10,330, plus excellent benefits.
Education and Experience All Levels: Possession of a high school diploma or its equivalent; and Buyer I: Two (2) years of full-time purchasing experience. An Associate's degree or higher may be substituted for purchasing experience. Buyer II: Two (2) years of full-time experience equivalent to that of aâ¯Buyer I within the District and possession of either 1) a Baccalaureate degree from an accredited college or university, or 2) certification as a Certified Public Procurement Buyer, Certified Professional Procurement Officer, or Certified Purchasing Manager.
