Job Description: Develop and maintain rate, budget, debt, and revenue/expenditure models, including coordinating rate model analyses conducted by outside consultants to measure trends and past performance. Conduct Public Utilities revenue forecasting and implement strategic operating and capital budget schemes. Develop strategic budget plans and implement and monitor planning processes, including BCC presentations, budget workshop presentations, and divisional and departmental managers’ briefings, including necessary backup materials. Research, develop, manage, and coordinate annual operational, capital, and revenue-related calculations and facilitates entry into Gov/Max. Coordinate and initiate Capital Improvement Projects (CIPs) and assemble work teams to help prioritize projects. Interface periodically with divisional management teams to present operating and capital improvement budgets and evaluate projected variances to approved budgets. Facilitate financial, administrative, and assessment processes. Ensure fiscal compliance with operating, capital improvement, and fund balance funding and provide monthly financial reporting information to the Public Utilities management team. Facilitate strategic business planning meetings with diverse management teams to assure financial and budgetary needs. Develop ongoing fiscal compliance parameter training plans. Participate with Public Utilities management regarding annual strategic planning and staffing plan development. Participate in the development/negotiation of inter-local and other agreements. Implement and facilitate special studies and analysis projects for Public Utilities Director, Senior Division Managers, and the departmental management team to review and analyze project tracking, schedule, and measure for the department. Manage the Utilities Franchise program; review franchise utility reports; manages the process for regulatory hearings required by Sarasota County Code and monitor or prepare rate or service-related inquiries received by regulated Franchise Utilities and their customers.
Requirements
About You:
Minimum Qualifications: Bachelor’s Degree with major coursework in Public Administration, Business, Accounting, Finance, and/or Economics. Three (3) years of professional job-related experience. - OR - Master's degree and two (2) years of professional job-related experience. - OR - 7 years of professional job-related experience in the management of technical projects/programs can be substituted at management discretion for the required education
Preferred Qualifications: Professional experience in governmental accounting or auditing About Everything Else
Starting Pay Range: $57,137.60 - $65,000.00 based on experience
