The Senior Purchasing Analyst (SPA) reports to the senior leadership team in Purchasing and Contracts. The Purchasing and Contracts Department, as a key element within the Finance Division of the University of Nevada, Las Vegas (UNLV), is dedicated to providing our customers the most effective and efficient procurement of quality goods and services in support of UNLV’s mission and goals. The Purchasing and Contracts Department will accomplish this through exceptional customer service, innovative processes, and sound business practices. The position is responsible for administering complex procurements including RFIs, RFQs, RFPs, IFBs, Sole Sources, Purchase Orders, Construction Solicitations, and Contracts Management. The SPA independently performs their responsibilities in accordance with Nevada System of Higher Education (NSHE) policies/procedures, Nevada Revised Statutes (NRS), UNLV policies and procedures, and public procurement best practices. The SPA is expected to support the goals and objectives established for the department, the division, and the university. These will include Supplier Diversity and Sustainability goals. The position may be responsible for supervision of buyers/Purchasing Analysts.


Specific Skills and Abilities include: Knowledge and expertise in purchasing, legal, and insurance provisions. Thorough knowledge of various procurement practices and policies including development of complex solicitation documents (general terms, scope of work, evaluation criteria, etc.) Skilled in analyzing supplier responses, negotiating awards, and contract drafting and execution. Computer literate and capable of performing tasks such as maintaining information files; creating professional letters in response to bid protests, legal matters, and public records requests; inputting complex and precise data into computer programs to create purchase order documents; and manipulating data to perform necessary analysis. Ability to communicate and interact well with peers & contractors/suppliers, at all levels. Demonstrated problem solving skills. Must be service oriented.


This position requires a Bachelor’s Degree from a regionally accredited college or university and 3 years of related/comparable work experience. Credentials must be obtained prior to the start of employment.


Master’s Degree or Certification (such as CPM, CPPO, CPCP) is preferred. Higher Education or public procurement experience, especially in the state of Nevada.
