GENERAL SUMMARY This is a professional position within the Procurement and Payment Services Strategic Sourcing Team (Historically Underutilized Business/Small Business Program). Employees in this class are responsible for coordinating and supporting, of activities in the university's Historically Underutilized Business/Small Business (HUB/SB) program office. Duties include diverse vendor/supplier participation monitoring and reporting, data management, vendor/supplier relationship management, outreach coordination, and certification verification. Responsibilities include delivering contracting opportunities for minority, women, and service-disabled veteran-owned businesses, and fostering public value. Working closely with university and community stakeholders to create equitable access to meaningful business opportunities to certified HUBs, this role will engage in planning, development, and procurement processes as related to diverse business participation, including establishing goals, reviewing commitment, facilitating Good Faith Effort (GFE), monitoring compliance, and reporting HUB utilization as related procurements and business contracts. Under the direction of the HUB Director, this position will actively engage and support the university's strategic sourcing team reviewing client department requests and providing guidance to PPS team members and CSUs regarding good faith effort policy and processes. The incumbent will also conduct industry and market research to identify diverse supplier resources, disseminate HUB/SB information, and provide outreach and training in support of continuous program growth. The incumbent will prepare memoranda to be presented to Executive Office; serve as a non-voting member of selection committees to ensure an effective, transparent, unambiguous, and fair process.

Requirements

ESSENTIAL FUNCTIONS

  • Monitor and track HUB commitment, , and attainment throughout the life of procurements (solicitation through contract close-out, including but not limited to reviewing HUB Subcontracting Plans (HSPs), work orders, and invoices to foster utilization and ensure compliance. 30%
  • Compile data for routine reports of HUB utilization to construction units, HUB/SB Program office, reporting authorities, and advocacy partners. 30%
  • Review HSPs, RFPs, RFQs, RFIs, and other related procurement documents for HUB compliance. 10%
  • Facilitate technical assistance coordination for HUB to build business capacity. 5%
  • Coordinate logistics and manage university-sponsored and external community outreach events to foster collaboration and partnership on projects. 5%
  • Attend economic opportunity forums and in-reach and outreach events to educate the university community on program goals and policy implementation and educate the business community and advocacy groups on the university's procurement process. 5%
  • Meet with HUB vendors & facilitate meetings between vendors, UT Austin personnel, and community contacts. 3%
  • Work proactively with internal and external project managers to identify potential business needs and opportunities. 3%
  • Attend pre-submittal/proposal conferences to provide information on HUB opportunities and brief on HUB Subcontracting Plan compliance 3%
  • Develop performance metrics and review HUB/SB subcontractor performance against those metrics with the prime contractors, compile and analyze the resulting feedback data, report on the data to PPS leadership, and work with the HUB/SB subcontractor to facilitate performance adjustments as needed based upon the feedback. 3%
  • Support other strategic initiatives and projects assigned or deemed necessary by HUB/SB Program Director. 3% MINIMUM REQUIREMENTS • Bachelor's degree in Business/Management/Leadership or related fields and/or equivalent experience.
  • Three years' experience coordinating or administering a program.
  • Excellent organizational, project management, communication, and problem-solving abilities.
  • Experience with data analysis and information management.
  • Team-oriented and skilled in working within a collaborative but fast-paced environment.
  • Ability to listen and communicate; exercise good judgment to form decisions and carry out assigned duties.
  • Proficient in Microsoft applications (Outlook, Word, Excel, PowerPoint & Adobe).
  • Must be able to maintain extreme confidentiality and understand applicable data privacy practices and laws.
  • Detailed-oriented, able to work independently and consistently deliver accurate information

PREFERRED QUALIFICATIONS The ideal candidate will have three years of diversity/compliance/procurement work experience or supplier diversity program development and/or management. Experience working with a State of Texas agency. Experience with the construction of public projects.

Work environment: This position is performed within an office environment at least 70% of the time. The other 30%, the employee will be exposed to weather conditions prevalent at the time. Multiple worksite noise level varies from the office environment and the outside environment. The incumbent in this position is expected to work independently and as part of the team.
