Description
Manages the decentralized procurement processes; understands and applies the Virginia Public Procurement Act, Freedom of Information Act (FOIA), Commission on Information and Accountability (COIA), Town Procurement Policies, Federal, State, and local rules and regulations; provides coordination with Town staff throughout entire process from procurement process to contract management.
Develops and manages the solicitation process; coordinates details with various teams in scoping meetings; transforms notes into various bid or proposal requests; prepares and drafts a variety of contracts for goods, services, and cooperative sites for legal review; manages the team throughout the procurement process to ensure timely award of contract and delivery of products or services.
Implements, utilizes, and manages a variety of procurement operation software programs and various cooperative procurement sites.
Develop and maintain automated contracts management system to effectively assist the Town in administering vendor contracts.
Reviews purchase order requisitions and change orders to ensure compliance with applicable codes and town policy and convert requisitions to purchase orders.
Maintains & monitors the Town’s purchasing card program. Ensure the Town departments obtain the most cost-effective and competitive pricing and make appropriate recommendations.
Ensures open fair access to all suppliers and contractors; arranges and maintains outsourcing with external vendors; negotiates contracts; utilizes technology to advertise procurement opportunities to the supplier community.
Maintains positive vendor relationships and provide efficient customer service with vendors and end-users.
Coordinates and develops staff training programs as needed.
Requirements
• Associate's degree or equivalent combination of education and experience.
• Minimum of three (3) years of increasingly responsible technical experience in a purchasing system, local government preferred.
• Possession of procurement certification of Virginia Contracting Associate (VCA) / equivalent or ability to obtain within one (1) year of employment.
• Ability to obtain Certification of Virginia Contracting Officer (VCO) or higher (CPPB, CPPO) within three years of employment.
• Must meet and maintain all training and education requirements for position.
