Leads and oversees the execution of the purchasing function of the University to include developing strategy, directing the evaluation, coordination and execution of contracts for Clemson University, including providing customer service while ensuring University compliance with State procurement law. Manages team of buyers and other duties as assigned.


JOB DUTIES: 25% - Essential - Purchasing Strategy: Works collaboratively and professionally with other areas within the Procurement and Business Service department to develop procurement/purchasing strategies for the University. Establishes a strong working relationship with all University departments, becoming a trusted advisor on how to add value to the operations through the procurement function. Creates and presents metrics on deflation and productivity savings that support the objective of delivering measurable savings back to the University. 25% - Essential - Purchasing Execution: Develops, prepares, and executes on a strategic sourcing plan that delivers measurable savings for Clemson University. Leads a team of buyers to execute sourcing strategies and implementation of policies and procedures across the University. Prepares and manages bids and requests for proposals for large procurements. Administers a plan to ensure proper utilization of State contracts and establishment of agency contracts to obtain the best value for the University. Manages contracts of approximately $100M annually. 20% - Essential - Supplier Relationship Management (SRM): Further develop a strategic SRM program and oversees the execution and management of same, including the development of criteria for identifying strategic University vendors. Continues the development and implementation of supplier performance and quality management programs (scorecards, etc....). As appropriate to the supplier's designation (strategic, critical, etc...), track and communicate supplier performance and contract compliance. Schedule ongoing business reviews with suppliers, especially focusing on those deemed strategic. Work with suppliers and campus to maintain a professional relationship. 20% - Essential - Leadership: Professional Buyer Development: Manages procurement staff on the execution of sourcing strategies and interpretation of policies and procedures. Leads a team of professional buyers who are responsible for all aspects of purchasing at the University from supplier identification and enrollment to contracting and PO issuance. Works with buyers to continually grow and improve their acumen as business analysts. Ensure buyers are able to logically develop and execute on procurement strategies that go beyond simple contract execution. Ensures that buyers are achieving negotiated savings and reporting their savings accordingly. Accountable for internal customer relationships while delivering outstanding customer service. 10% - Essential - Other Duties as Assigned: Serves as the subject matter expert relative to the purchasing processes and strategies, collaborating with other University and departmental support teams to develop and maintain relevant policies, training, and communications. Promotes an environment of continual process improvement in support of the University goals for operational excellence.
