The Purchasing Coordinator is an exempt level position that plans, organizes, coordinates, and supervises the purchasing of supplies, materials, equipment, and services for the City. Ensures that all purchases are made in accordance with the City Charter, State and Federal laws, and the purchasing policy. Responsible for planning, implementing and maintaining financial information systems along with associated internal controls. Job specific responsibility as Logistics Section Chief in the EOC during any emergency activation. Duties Manages the operations of the purchasing, division, including developing, implementing goals and objectives; preparing operating procedures for the purchasing function; and performing related personnel functions including hiring, training, coaching, performance evaluations, and discipline. Confers with municipal officials and other employees to determine and coordinate purchasing needs; investigates complaints and inquiries pertaining to various purchases, receipts and invoices through conferring with parties involved; develops forecasts and purchasing strategies and programs; researches new and alternative sources of supplies, materials, equipment and suppliers, and ensures the solicitation of bids from a cross reference of suppliers; and prepares and submits reports on activities, trends and plans of Purchasing Department. Researches and analyzes opportunities for standardization of materials equipment and recommends acceptance of such proposals. Maintains awareness of current and changing market conditions, product developments, and sources of supply. Prepares bid specifications and performance conditions to elicit formal competitive bids for assigned groups of commodities, capital items, and services; reviews and evaluates supplier's proposals to determine compliance with stated specifications and conditions; advises and confers with various departments; and recommends award of purchasing contracts based on adherence to specifications. Authorizes purchase requests, identifies available sources, determines procurement methods, selects suppliers and directs issuance of purchase orders. Responsible for approval of bids and specifications for emergency purchases. Directs specialized functions or activities of the City (i.e., City Auction) and other special research projects assigned. REQUIRED: Bachelor's degree in business finance or related field from an accredited college or university. Three years related experience. Prior supervisory experience. Word processing and spreadsheet experience. Valid driver's license with an acceptable driving record.
PREFERRED: Experience with Government purchasing code. Masters degree in Business Administration, Public Administration, or Accounting from an accredited college or university. Certified Public Purchasing Officer.
