As the Finance and Data Professional you will oversee all financial, procurement, and data management responsibilities and lead training and coaching within those areas as part of a collaborative team for the UF/IFAS Extension and Sustainability department. Sarasota County employees who work for UF/IFAS Extension and Sustainability are responsible for implementation of programs administered by both Sarasota County and the University of Florida. These employees are expected to work cooperatively in compliance with the Memorandum of Understanding between the University of Florida and Sarasota County identifying the terms for operation of the extension service. Manager of Financial and Data Responsibilities for Department

  • Manage all department funds and oversee all department budget management and budget planning responsibilities
  • Develop and lead training opportunities for all personnel in both formal and ongoing support formats; Coach, mentor, and train employees in procedures related to finance and data management
  • Provide fiscal guidance/ oversight for staff prior to any expenditure of funds and after related to required documents and procedures
  • Oversee fiscal tasks of all department personnel
  • Ensure compliance with all relevant laws and policies related to the budget
  • Perform complex monthly financial reconciliations for both the County and UF. This involves managing multiple complex funds with different procedures and financial requirements. They include over 20 county org codes for operating, capital, and grant funds under the department, UF funds (182, 171, 143) for class revenues and donations, and affiliated organizational funds such as 4-H Association (over 15 4-H club accounts), Friends of Sarasota County Parks- Master Gardener Chapter, and 4-H Foundation.
  • Assist Director with budget analysis throughout the year, budget planning, and budget preparation and entry in annual budget preparation cycle, including, but not limited to proposing strategies for balancing the budget, process for budget requests and input from all staff, and annual GovMax budget entry.
  • Manage financial and procurement responsibilities related to contracts and grant management, vendor management, and solicitations; Lead department procurement processes and serves as procurement liaison and implementation steps
  • Manage processes related to department’s strategic plan measures and goals
  • Financial and Asset Tracking and Reporting Lead budget tracking and reporting, fund reallocations
  • Monitor program budgets and tracks expenditure activity; Run organizational code budget and xerox specific monthly and annual reports for expenditures and revenues; Communicates results with department staff and answers questions about implications

As Departmental P-Card Account Coordinator:

  • Oversee and manage purchasing card expenditures; process receipts and reconciliation of monthly P-card statements for both the County and the University of Florida (UF)
  • Process and monitor purchase requests (reviewing and approving for funds availability and OFM/Procurement compliance and tracking as encumbrances) and purchase orders (including initiating new vendors, requisitions, insurance certificates, blanket PO's and change orders)
  • Lead accounts payable/ accounts receivable functions; Coordinate with appropriate staff to approve invoices
  • Provide Travel Authorization assistance for department staff seeking reimbursement through Sarasota County UF GO Concur Financial System
  • Review travel and P-card purchases in system, ensures expense reports have all required documentation, gets final approval; train and assist staff with their compliance and entries into the system as needed
  • Process deposits for Sarasota County and UF Reconcile 4-H Association club accounts in QuickBooks and oversee cash handling and deposits for 4-H accounts
  • Lead department annual inventory and tracking of computers, vehicles, and other fixed assets assigned to the department as the fixed asset designee.

Requirements

To thrive in this position, you must have- Bachelor’s degree in Public Administration, Business, Finance, Planning, Industrial/Engineering Technology, or job-related field and two (2) years job-related experience.

Six (6) years professional job-related experience can be substituted at management discretion for the required education.

Starting Pay Range: $55,577.60 - $60,008.00
