PROCUREMENT SPECIALIST, SENIOR SALARY RANGE: $32.49 - $47.43/Hourly; DOQ PROCUREMENT SPECIALIST HIRING RANGE: $21.99 - $32.10/Hourly; DOQ The ideal candidate will be results driven, motivated by challenges and has excellent communication, organization and relationship-builder interpersonal skills. A strong working knowledge of procurement and contracting best practices, as well as understanding of related state, federal, and local regulations is preferred. This position will be responsible for requisition compliance review with the procurement program and contract services including scope of work review, and development of agreements, in addition to managing disposition of surplus equipment, supplies and materials. Responsibility includes preparing and conducting complex procurements (RFPs, RFQs, ITBs). Experience with public works or construction projects is desired, but not required. Experience in Oracle, or other similar software solutions, utilizing electronic contract management, eSignature, eProcurement, procure-to-pay, and supplier relationship management. Experience in public sector with working experience in municipal, county or state government procurement is ideal. Preference will be given to the candidate that has or can provide credentials verifying they are in the process of obtaining their supply chain or procurement-related professional certification, i.e., Certified Professional Public Buyer; Certified Public Purchasing Officer; or similarly issued nationally recognized certification. Performs difficult professional work reviewing and maintaining contracts and procurement documents, interpreting, validating, and applying laws and policies, developing, issuing, and posting formal solicitations, training, guiding, and assisting City employees with procurement processes, managing special projects and providing support to test Procurement and Contracts system, managing and maintaining databases, software, records, and files, and related work as apparent or assigned. Work is performed under the limited supervision of the Procurement Official. Provides general guidance over support staff.

Requirements

Require a Bachelor's or Associates Degree (depending on position) with coursework in supply chain management, accounting, finance, business, or related field and considerable experience in developing and managing contracts, procurement practices and processes, research and cost analysis, supplier management, solicitation programs, and business operations and processes in a government environment, or equivalent combination of education and experience.
