Performs complex (journey-level) purchasing and procurement work. Under the direction of the Infrastructure Contracting Branch Manager, this position will serve as the division's Purchasing Lead providing support and oversight for divisional staff through the development and management of a broad range of purchases. Serves as the division's point of contact when coordinating with agency purchasing staff on non-delegated procurements. This role is responsible for planning, organizing, coordinating, and preparing specifications for purchasing commodities and services in support of the Infrastructure Division. Work involves purchasing and procuring commodities, equipment, supplies, and services in accordance with guidelines, rules, policies, and laws. Prepares, reviews, and tracks requisitions, purchase orders, and supporting documentation for division purchases. Manages, maintains, and reviews various reports, records and files, and provides technical assistance and guidance to staff on state purchasing processes and procedures. Ensures all procurement reporting requirements are met. May assign and/or review the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Complies with all Agency, Division and Branch rules, regulations and procedures. Education: Graduation from High School or GED.

Experience: Two years experience in purchasing, specification development, planning, scheduling, buying, contract administration, and customer relations.

Licensure: Must possess one of the following: Certified Texas Purchasing Manager (CTPM); OR Certified Texas Contract Developer (CTCD); OR Certified Texas Contract Manager (CTCM); OR Certified Public Purchasing Officer (CPPO); OR Certified Professional Public Buyer (CPPB); OR Certified Purchasing Manager (CPM).

NOTE: If not currently certified as a CTCD, CTPM, or CTCM, must be able to obtain a CTCD and CTCM within one year of employment. Retention of position contingent upon obtaining and maintaining required licenses and certifications.
