*Flex time and WFH options available after successful completion of probationary period* Position Summary Under direction of the Procurement Manager and Supervisor, the Buyer I is responsible for assisting user departments through the informal quote process, as well as less complex formal bids from inception through termination, and for the purchase of supplies, services and materials for North Texas Municipal Water District Departments as directed. Work involves preparing solicitation documents in a timely manner, managing the solicitation process, and evaluating bids received. Serves as an internal resource to interpret and comply with District policies and applicable laws. Knowledge, Skills & Abilities 1. Knowledge of the basic principles, practices and procedures of public procurement. 2. Ability to communicate effectively and clearly, both orally and in writing, in general and technical terms, with attention to detail, with a wide variety of professional and technical personnel. 3. Ability to interpret and use oral and written instructions in the analysis of contractor bids. 4. Ability to work independently or in a team environment based on the task or situation. 5. Ability to prepare clear and concise documents and correspondence. 6. Effective time manager in planning, prioritizing, and execution of deadlines. 7. Inspires trust, confidence, dependability, and team building when communicating with internal and external customers. 8. Team player, collaborator, and able to act as the liaison between all parties. 9. Computer skills in MS Office Software. Education and Experience 1. Two years of college level course work with emphasis in inventory management, procurement, supply chain management, or business. 2. One (1) year of experience, preferably in a governmental agency, in public procurement or verifiable experience equivalent to three (3) years in a position with duties closely related to those of a Buyer. 3. A Professional Purchasing Certification (CPPB), Certified Professional in Supply Management (CPSM) or equivalent is preferred. 4. Work related experience resulting in acceptable proficiency levels in the above Minimum Requirements may be an acceptable substitution for the specified education and experience requirements. 5. Possession of a valid Texas driver's license.Requirements
Major Responsibilities 1. Conducts appropriate day-to-day buying activities as assigned. 2. Collaborates with internal departments to support their development of scopes of work to create competitive bid packages, consults with requestors to clarify need and intended use of requested items/services. 3. Evaluates requisitions for funding availability, accuracy and specific need; reviews scopes of work or services, researches market availability or appropriate substitutions of requested items, recommends pricing methodology. 4. Solicits bids by coordinating the quote, bid and award process with user departments. 5. Under guidance, conducts pre-bid, bid openings; documents and evaluates vendor responses and prepares and distributes bid tabulations. 6. Evaluates bid responses and in conjunction with user department, formulates recommendation for award. 7. Identifies/sources prospective bidders; oversees distribution of bid documents; writes and issues addenda. 8. Evaluates interlocal and cooperative contracts to determine use and processes orders appropriately. 9. Maintains contract and insurance files. 10. Maintains bid and contract status reports in a timely basis. 11. Ensures insurance coverage is continued throughout the contract performance period. 12.
