We are seeking a highly qualified individual to join our team and take on the Procurement Officer II position. Position Summary The Procurement Officer II is responsible for requesting bids and quotations and preparing and issuing purchase orders for stock and non-stock material, equipment, public works projects, professional services, and services ensuring compliance with Washington State law and Grant PUD governance. The Procurement Officer II oversees and coordinates contractual relationships for public works projects, professional services, services, and material contracts from development to completion to ensure compliance with Washington State law and Grant PUD governance. The Procurement Officer II works in conjunction with Procurement Officer I and III positions to coordinate all aspects of the contracting and purchase order process.

Essential duties and responsibilities may include, but are not limited to, the following: Request bids and quotations and prepare and issue purchase orders for inventory stock and non-stock material. Request bids and quotations and prepare and issue purchase orders for public works projects, professional services, services, and material purchases. Perform various administrative and purchasing functions to support the efficient operation of purchasing and contracting processes. Develop and administer in conjunction with project manager public works projects, professional services, services, and material contracts. Monitor and facilitate contracts from advertisement to contract completion. Includes providing support to ensure orderly and effective contract management. Conduct formal bid openings and site visits. Prepare meeting materials for pre-construction meetings. Perform an evaluation of bids and proposals received for commercial compliance with complex, long-term requirements. Compliance must be defensible and justifiable for award recommendations. Enforce contract terms and requirements such as bid bonds, performance bonds, prevailing wage requirements, insurance certificates, payments, schedules, and deliveries. Manage relationships with suppliers and contractors to maintain an open, fair, and impartial environment for all procurement transactions. Follow Critical Information Protection (CIP) and Critical Energy Infrastructure Information (CEII) regulations relating to procurement. Position may be responsible for Grant PUD’s surplus process of material and equipment via on-line auction, competitive bid, and other means as required, ensuring compliance with policies and maximum value. Provide guidance and assistance as needed with Strategic Alliance partnership audits per contract terms and conditions. Provide customer service that supports the overall procurement effort and aligns with Grant PUD’s Strategic Plan. Perform other duties as requested by Procurement and Warehouse Manager in support of the department. Demonstrated commitment to Grant PUD’s mission, vision, values, and strategic plan. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations. Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures. Actively participate in all aspects of our safety program, including but not limited to: Following all safety policies and procedures; Alerting supervisors and coworkers to unsafe or hazardous working conditions; Reporting any safety incidents or close calls within 24 hours to your supervisor; and Accepting feedback from supervisors and coworkers regarding your own safety performance. Job Requirements Educational Requirements Generally requires a bachelor’s degree in business or related field. Procurement and contract-related training. Experience may be substituted for education. Experience required in procurement activities with varied conditions of procurement analysis, evaluation, negotiation and execution, including principles and techniques of the negotiation process in a governmental or business environment. Generally requires two (2) or more years of progressive responsibilities in acquisition, business, and/or public organization. Incumbent must have two years of experience as a Procurement Officer I or equivalent relevant experience. Knowledge and Skills Knowledge of – Department policies and procedures; Federal and State Rules; Compliance and Reliability; Maintenance and Repair; Inventory Control; District policies, procedures. Skill in – effectively communicating with a variety of people both internal and external; working and interfacing effectively in a complex and dynamic work environment; multi-tasking, prioritizing and managing the details on each contract; working independently on complex tasks and non-routine matters; communicating verbally and in writing with contractors, other staff and other departments; personal computer and software programs (Word, Excel, Outlook, SharePoint, PowerPoint, Adobe); Special Requirements A valid driver’s license is required.
