Description

The Purchasing Division administers and coordinates procurement and contract administration functions to secure and maintain the commodities, services and/or construction required for all City departments.

• Develops formalized bid and contract documents for progressively complex contracts

• Assists departments in preparation of specifications

• Evaluates procurement awards as a centralized function

• May train other procurement and administrative staff and other internal and external parties, as needed.

• Formulates and implements procurement procedures for award, contract administration and negotiation of commodities, services and professional services

• Coordinates with project managers, contractors, consultants and engineers to provide efficient and effective procurement awards

• Participates in and conducts pre-proposal and pre-bid conferences, bid-openings, and negotiations in accordance with procurement policies and procedures. Recommends appropriate course of action

• Recommends changes to practices and procedures for award and contract administration

• Responds to and resolves vendor/contractor questions and appeals

• Conducts analysis of costs/pricing

• Performs additional duties as assigned.

Requirements

Education: Bachelor's degree in business administration, public administration, purchasing management or directly related field.

Experience: At least 3 years progressively responsible in purchasing management and contract administration At least 2 years of experience in a governmental environment, preferred
