Under minimum supervision, performs a variety of professional-level research, analytical, and administrative duties of moderate complexity related to the business and operations of a division or department. Typically, reports to a Department or Division head. Typical Duties: Responsible for the administration of a significant program that supports both the Department and District processes. Identifies alternative solutions or opportunities for program efficiencies and changes. Compiles, aggregates, verifies, and analyzes data in order to make recommendations to improve District or departmental processes. Prepares reports and presentations for delivery to senior management or board members. Assists with the development and oversight of departmental and/or divisional budgets. Provides budget information and analysis to department and division heads. Works closely with department or division heads to ensure all budget activities meet deadlines. Provides professional and technical administrative duties to department or division head. Assists in identifying and resolving operational and administrative issues to support a division or department. Responsible for the coaching, development, and supervision of any support staff that are assigned to them. Specific Department Duties: Administers the District's Purchase Card (P-Card) program. Creates and maintains accounts, performs program audits, and trains cardholders and approving officials Acts as the primary contact with the P-Card financial institution. Performs updates and management within the portal as the key administrator for the organization. Performs market research, drafts policy and training, conducts training, and recommends program improvements Supports the Procurement Division's data analysis needs (Purchasing and Warehouse Operations) through running reports, exporting, clensing, compiling, and analyzing data to make recommendations and/or support projects, explaining and presenting data. Examines datasets to draw conclusions, make recommendations, and document patterns to extract insights and support strategic operations. Establishes, manages, and maintains data to support division operations. Defines business needs, detailed requirements, builds business cases, analyzes initiatives, and provides cost/benefit analysis and project objectives. Performs other duties as assigned.


Minimum Qualifications Bachelor degree in business, supply chain, statistics, or other related area. Four years' experience providing high-level administrative support or business analysis. Experience working with databases and providing business analysis. Experience overseeing programs or projects. Excellent verbal and written communication skills. Strong experience in MS Office software (emphasis on proficiency with Excel). Ability to work well independently and to establish and maintain effective working relationships. Equivalency Equivalency equals two years of directly related professional experience for every year of education not completed. The stated experience requirement is in addition to any experience used to meet the education equivalency. For this position, in addition to the required four years or more of work experience providing high level administrative support or business analysis, equivalency would be an Associate's Degree plus four years of directly related professional experience or eight years of directly related experience without a degree. Desired Qualifications Experience supervising support staff. Experience applying statistical methods to support recommendations or initiatives. Experience creating high-level reports for senior management usage. Some experience in the development of predictive models.
