CLASSIFICATION PURPOSE AND DISTINGUISHING CHARACTERISTICS To purchase supplies, services, food, and equipment in the required quantity and quality; to obtain goods and services via contracts utilizing competitive procurement processes such as formally advertised request for bid, request for quotations, and request for proposals; to negotiate and award non-competitive procurements, to perform administrative work involving coordination of procurement activities, contract certification, contract compliance, and contract management; and to perform related work as required. The Procurement Contracting series is a professional-level series. Incumbents perform a wide variety of buying and purchasing activities. Positions in this series are allocated only to the Department of Purchasing and Contracting. This is the lead class of the series. Under general direction, incumbents provide technical guidance to Procurement Contracting Specialists, Procurement Specialists, and Assistant Procurement Specialists. The Procurement Contracting Officer is responsible for highly complex procurements and negotiations, contract portfolio management, strategic procurement planning, and negotiating, fixed-price, time and material, and cost-reimbursement type contracts. Essential Functions: 1.Coordinates specification preparation and secures bids/proposals. Makes contract awards. 2.Participates in hiring of staff. 3.Leads a negotiation team comprised of technical, legal, and fiscal participants. 4.Performs contract portfolio management, strategic procurement planning, solicitation, and evaluation of proposals using automated procurement processing systems. 5.Advises user departments on purchase methods and alternate products and recommends substitutes. 6.Solicits quotations, bids, and proposals. 7.Negotiates contract prices, terms and conditions. 8.Negotiate fixed-price, cost-type, or incentive-type contracts. 9.Prepares various correspondences and reports. 10.Gives presentations to departments, industry, and other organizations on purchasing issues. 11.Implements training programs for County personnel concerning procurement planning and contract administration. Consults with user department personnel concerning requirements 12.May be required to perform the functions of the lower level classes in this series.

Requirements

Education, training, and/or experience that demonstrate possession of the knowledge, skills and abilities listed above. Qualifying education/experience: 1.A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, preferably in accounting, finance, marketing, business administration, economics or a closely related field; AND two (2) years of progressively responsible experience in contracting, at least one (1) of which is equivalent to the Procurement Contracting Specialist and at a highly regulated industry or public agency; OR 2.One (1) year of experience as a Procurement Contracting Specialist with the County of San Diego. Note: A combination of qualifying college level education and related professional level experience as described above, may substitute for the minimum qualifications on a year-for-year basis.
