The County of Riverside's Purchasing & Fleet Department has an opportunity for a Procurement Services Officer position in Riverside. This position will manage a team of procurement professionals who perform various complex solicitations and contract management functions for goods, commodities, and services as well as construction related contracts. The incumbent will communicate and act as a liaison between vendors, procurement staff and department users to develop compromises and resolve contractual problems or complaints; organize, direct, and lead negotiating teams in evaluating and negotiating contracts. The incumbent will administer automated systems including the electronic procurement system and prioritize needs; coordinate the development of simple to highly specialized technical information systems in order to facilitate future growth and development. Additionally, the incumbent will execute compliance related audits, review protest submissions, process public information requests, perform complex procurements, review complex contracts for goods, professional services, or public works. Candidates must possess a bachelor's degree with major coursework in purchasing, business administration, economics or a related field; 4 years' experience performing highly complex procurements (preferably for a government entity), and intricate contract negotiations. Candidates must also possess experience supervising subordinate staff engaged in the execution of multifaceted procurements for goods and services and contract negotiations. Competitive candidates will be those with extensive experience performing highly complex procurements including the review of protest submissions and contract compliance audits and ability to administer automated systems including the electronic procurement system (eps). Candidates with managerial experience in a government procurement setting, and possession of industry related certificates are highly desired.

Requirements

OPTION I Experience: One year performing duties equivalent to the County of Riverside Senior Procurement Contract Specialist. This includes handling difficult and complex multi-year contracts, purchasing high dollar goods and services, monitoring complex contract procedures, handling complex contract negotiations, or procurement management. OPTION II Experience: Four years of evaluating and developing contracts, purchasing goods and services, handling complex contract negotiations, budget analysis, contract monitoring, or procurement management. One of the required years of experience must have been in a supervisory capacity. ALL OPTIONS Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, finance, business, public administration, or a closely related field to the assignment. Knowledge of: Principles, methods, and practices of purchasing or material management and of government purchasing; county purchasing policies and practices; methods and resources used in researching and analyzing commodities services; competitive bid practices; methods used in evaluating vendor capability and performance; a variety of computerized information systems and their applications; federal, state, and local laws, regulations and policies relating to public records or governmental agency recordation processes; principles of public agency employer/employee relations. Ability to: Work independently; manage; read and interpret rules and regulations; collect, organize, and evaluate product or service information; identify alternative solutions, and project consequences of decisions and recommendations; compose clear and concise reports, recommendations, technical procedures, and correspondence; audit programs for adherence to policies and procedures; analyze and evaluate operational programs, projects, and procedures; plan, organize, coordinate, and supervise procedures, changes, and improvements in projects and studies; coordinate project activities with management, elected officials and representatives of other governmental agencies and County departments or agencies; analyze, interpret, and explain detailed information (e.g., state statutes, local ordinances, contracts, permits, and public record procedures) to subordinate staff, large committees of officials and the public; establish and maintain effective working relationships with staff, governmental organizations, civic groups, and the general public; write concise and accurate Requests for Proposals/Quotes, reports, and correspondence.
