DescriptionThe Broward County Board of County Commissioners is seeking qualified candidates for Purchasing Agent for the Purchasing Division. Broward County voters approved a 30-year, one cent surtax for transportation. This unprecedented, 30-year, $16.5 Billion transportation initiative means opportunities to grow businesses in many sectors and trades in our County! This initiative provides an exciting and rewarding opportunity for a career procurement professional within the County Purchasing Division. The Division provides a unified purchasing system to deliver essential contracted solutions, while ensuring process integrity and fairness. It has centralized responsibility for leading processes for solicitation, vendor selection, negotiation, award, contract management, reporting, surplus property disposal and emergency event support for the benefit of Broward County agencies. The Purchasing Agent's (PA) key responsibilities to make a positive difference to impact the community through the procurement of a variety of contracts for many essential commodities, services, and construction solutions. The PA must possess a keen understanding of relationship management to work with and lead diverse teams of stakeholders to successful contract awards. This requires experience demonstrating both hard technical procurement skills as well as soft leadership and commercial management skills. The ideal candidate must also have knowledge of standard procurement practices (qualifying needs, market making, life-cycle costing sourcing, soliciting, evaluating, negotiating, award, contract management, etc.) as well as experience using key authorized procurement methods ( request for proposals, request for letters of interest, etc.) to procure timely and effective solutions to meet the requirements for all assigned projects. The PA is responsible for leading teams through the end-to-end procurement process, the identification of requirement through contract close-out. They must review and analyze business specifications and commercial terms, statement of need and scopes of work; prepare solicitations, build and lead evaluation teams; conduct pre-proposal conferences, analyze and lead the evaluations of vendor responses, develop and lead contract negotiations, and; prepare and justify award recommendations to County leadership. The PA must be able to exercise independent judgement to resolve issues on both sides of the supply and demand equation, perform market research, prepare reports, and communicate orally and in writing with vendors, County agencies and other governmental agencies on any procurement-related business issues. This is a key position that must operate in a fast-paced, project-based, and rewarding public environment, and this position works together with a strong, experienced and collegial professional team. The PA is exposed to a variety of professions, providing an opportunity for growth and must be knowledgeable of market factors such as availability, sources of supply, trends, pricing structures, grades and qualities that impact the procurement of assigned systems, commodities and services, and apply this knowledge to make effective purchases and to resolve associated problems.
RequirementsRequires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, or closely related field. (Two years of relevant experience may be substituted for each year of required education.) Requires two (2) years in a large centralized public or private sector purchasing operation with some lead work experience or closely related experience.
