Position Description: The Senior Procurement Specialist will work closely with internal staff from various divisions to manage the end-to-end Procurement process ensuring public regulatory compliance; develop procurement strategies and lead special projects including vendor performance evaluation; advise and manage procurement processes; negotiate agreements and manage internal and external relationships to achieve goals.

Requirements

Accountabilities:

  • Review and assess procurement requirements including sole source rationale, draft statements of work, draft evaluation criteria, contractor's proposals/quotations, etc. for completeness and adherence to procurement regulations for routine and highly complex procurements
  • Engage with internal staff to provide professional procurement advice and work in partnership to develop their procurement strategy and formulate their procurement documentation working within policy and trade agreement guidelines
  • Undertake negotiations with suppliers
  • Monitor procurement case law and identify potential impacts to the City
  • Determine when to consult with legal counsel and undertake this consultation
  • Provide guidance and options regarding potential procurement strategies, and where necessary, conduct research to find sample solicitation documents to provide to internal staff
  • Prepare complex types of procurement documents including procurements using alternative project delivery methodologies and/or Negotiated RFPs procurement processes
  • Analyze RF(x) responses, guide and support internal staff in the supplier selection decision; using agreed standard framework for RFx documents evaluation and for short listed suppliers
  • Assist in development and review of corporate procurement policies and procedures
  • Remain current in relevant industry trends, market conditions, and informed about key market leaders
  • Creating, implementing and maintaining supplier governance models
  • Support and help to develop, introduce and promote innovative procurement initiatives and solutions
  • Investigate, assess and recommend strategic options that will deliver cost reduction and/or service improvement opportunities that support the City's Strategic Plan
  • Support other members of the Procurment team through experiential knowledge and expertise
  • Act as backup to Procurement Manager as required
  • Perform other related duties and responsibilities as assigned or required

Minimum Qualifications:

  • Diploma or Degree from an accredited college or university in a relevant field with a minimum 5 years' progressive procurement experience. Consideration will be given to candidates with equivalent combinations of education and experience, including responsibility for the entire RFx process from planning through to contracting
  • Experience working in the public sector and familiarity with trade agreements
  • Excellent negotiation, analytical and problem solving skills
  • Construction procurement and contract experience
  • Knowledge of application of trade agreements to Government Procurement
  • Supply Chain Management Professional (CSCMP), or National Institute of Governmental Purchasing (NIGP) certifcation program CPPB or CPPO or Law Clerk designation, or currently working towards
  • Ability to work well in a team environment and deal with multiple tasks in a fast paced environment
  • Strong skills in Microsoft Office: Word, Excel
  • Ability to proactively identify opportunities, make recommendations and quickly implement solutions
  • Excellent written and verbal communications skills
  • Excellent problem solving and project delivery skills
  • Experience developing templates and procurement strategies
  • Experience with PeopleSoft Purchasing and BidsandTenders Digital procurement platform considered an asset
