Under limited direction, the Senior Procurement Analyst performs highly complex and advanced purchasing work procuring commodities, services, equipment, and supplies for the City of Clearwater. Performs complex initiatives using skilled procurement methodologies and technologies.

Requirements

Administers, participates, and assists in determining department strategic operating plans and practices; interprets and manages the CCNA procurement, negotiations, and contract administration; sources activities, manages the sourcing process, and uses methodology ensuring CCNA compliance to maximize buying power and minimize inefficiencies. Interprets, identifies, and applies regulations and requirements to provide management strategic analysis and business solutions to procurement related acquisition planning and business operations problems. Conducts and performs negotiations with suppliers to establish fee schedules and contract prices that are consistent with prevailing market conditions. Processes, evaluates, and reviews purchasing-related information; monitors bid documents, tabulations, requisitions, purchase orders, electronic documentation, product specifications, statements of work, performance terms, contracts for the purpose of updating and distributing information, authorizing for action, and complying with established procurement practices. Creates, drafts, prepares, and presents documentation and records for contract awards, amendments, and change orders; ensures timely and efficient delivery of documents for continuation of services. Defines, advertises, evaluates proposals; negotiates and leads others taking leadership responsibility for highly visible, controversial, contested, and very complex acquisitions and projects; oversees proceedings and provides feedback and recommendations. Monitors, analyzes, tracks, and evaluates the request for proposal process; provides needs analysis, strategy, benchmarking, vendor identification, and communication of policy and procedures Reads, applies, and interprets complex warranty statements, and contract clauses, terms, conditions, and documents; administers contracts and provides contractual advice and interpretation of policies and procedures to include contract modification or required change and performs needs assessments. Supervises, directs, manages, and leads the division in the absence of the Purchasing Manager. Performs customer service and other duties as assigned.
