Facilitates the development of public trust and confidence in the City. Responsible for performing specialized buying functions for the procurement of a wide range of commodities and services, including the review of requisitions, preparation of bid invitations, analysis of bids, and the preparation of purchase orders. The salary for this position is $51,126-$58,795 Depending on Qualifications.

ESSENTIAL DUTIES The following duties are illustrative for this position. Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.

Prepares solicitation documents to include: Request for Proposals, Invitations for Bids, and Request for Qualifications for professional services and capital improvement projects. Additionally, performs all necessary procurement functions related to the acquisition of supplies and services. Engages in procurement planning with stakeholder departments. Routinely meet and communicate with departments to identify and provide feedback regarding solicitation requirements. Checks and reviews market sources to ensure the most cost effective and competitive pricing for products and services is being received by the City. Works closely with Accounts Payable to ensure accuracy of payment against contracts, purchase orders, and purchasing cards when necessary. Responsible for fiscal year-end closing for City procurement functions. Acts as training support for team members within the department, specifically assisting Procurement Agent I as a team leader. Evaluates, recommends and establishes policies and procedures to continuously improve operations, decrease turn-around times and streamline processes to provide quality customer service. Performs other functions and related duties as assigned or required.

Requirements

MINIMUM QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Management, Public Administration, Finance, Accounting, Real Estate, Law or closely related field preferred. A minimum of three (3) years of progressively responsible professional purchasing experience in a medium to large-scale purchasing operation or combination of experience, education, and certifications in the subject area as applicable required. An equivalent combination of related education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job may be substituted. Certification as a Certified Public Procurement Officer (CPPO), NIGP's Certified Procurement Professional (CPP), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Manager (CPPM), preferred. Knowledge of all Microsoft Office Suite programs; Outlook, Excel, Word, Access, OneNote, and PowerPoint. Knowledge of quantitative analysis, contract negotiations, skill in pricing and cost analysis, and specification comparison. Knowledge of current trends and developments regarding governmental procurement procedures, regulatory changes, and new technology. Ability to exercise good judgment and accept personal responsibility Ability to communicate one on one, or before a group to provide information related to the procurement process and bids. Knowledge of Florida's Government-in-the-Sunshine Law. Knowledge of purchasing laws as governed under Florida Statutes 287 and Uniform Commercial Code (UCC). Knowledge and understanding of the State of Florida's Consultant's Competitive Negotiation Act (CCNA). Knowledge of the City's and department's policies and procedures. Ability to prioritize, schedule, and undertake concurrent work assignments. Ability to preserve and maintain confidential information. Ability to establish and maintain and effective working relationship with other City departments, public officials, employees, and the public in an effective, courteous, and cooperative manner. Ability to focus on the positive in every situation. Ability to stay centered when challenged. Ability to model respect for individuals, teams, and the organization. Ability to establish and maintain the trust and confidence of the department and public.
