Develop and execute high value category management for Athletics goods and services that balances stakeholder management, transaction management, category management, and supplier relationship management to unlock value for Florida State University. • Create and maintain an opportunity roadmap for the Athletics category that identifies and quantifies key opportunities to drive value. • Establish category goals and utilize spend tools for measuring progress against those goals and oversee the execution of the category plan. • Track forecasted vs actual savings for the Athletics Category and be responsible for communicating performance against these measures and their potential budgetary impact. • Develop and execute strategies that are aimed at capturing value and driving savings results. • Lead team members in and actively running souring activities, including executing solicitation events, souring new suppliers, and strategic supplier management. • Manage formal solicitation projects, including timelines, written spec development and evaluation criteria and a managing project team through sourcing process. • Develop negotiation strategies, lead cross-functional negotiating teams and drive negotiations to achieve stated goals and objectives by targeting key spend categories. • Work with executive level management and Procurement Leadership to identify and align strategic objectives with Supply Chain Management resources. • Establish programs to facilitate data driven communication between strategic suppliers and executive management. • Actively participate in and provide expertise in FSU system-wide programs including commodity meetings, committees, and supplier business review meetings. • Work with customers to establish written detailed performance or product specifications and scopes of work for complex competitive solicitations that includes supplier selection based and technical merit methodology. • Review specifications for completeness by obtaining sufficient understanding from technical subject matter experts. Frequently use formal solicitation procedures (Invitation to Negotiate, Invitation to Bid, Request for Qualifications) to solicit supplier responses and conduct best and final offers when appropriate. Analyze and evaluate informal quotations to determine the lowest responsive offer or the overall best offer for a product/service. Issue purchase orders after evaluation (i.e. analyzing cost, benchmarking, negotiating terms most favorable to FSU and resolving contract terms and conditions). Review Change Orders to ensure that any changes are compliant with the contract or purchase request. • Resolves changes to standard terms, obtaining approval of language when appropriate from Procurement leadership and other contract related groups such as the Office of General Council, Risk Management, and Contract Administration when appropriate. • Remain current with market trends through relationships with suppliers and market experts; identify and communicate new technologies and solutions to key problems in the assigned spend areas. • Maintain paperless file documentation online and in contract management tools, organizing and maintaining documentation pertinent to audit reviews, contract renewals, terminations and performance, solicitation protests and disputes and supplier due dates. • Maintain a working knowledge of applicable federal, state and local laws and regulations as well as any internal policies (e.g. code of ethics) or procedures to ensure behavior exhibited represents the highest level of integrity, honesty, and transparency. • Support the University’s Small, Minority, Veteran and Women Owned Business Enterprise (SMV/WBE) program. • Collaborate effectively across different organizational levels, functions, businesses, and geographies to realize procurement goals and objectives. • Support Procurement Management in the attainment of organizational goals and furtherance of the FSU mission.

Requirements

Qualifications: • Bachelor’s degree and two years of relevant experience. Note: Higher Education may substitute for experience at an equivalent rate. • Strong analytical capabilities, high degree of presentation and negotiation skills. • Ability to clearly articulate point of view orally and in writing. • Ability to grasp quickly business objectives and strategies and how service offerings support the attainment of those objectives. • High level of commitment to customer service and teamwork using diplomacy. • Working knowledge of financial systems used within large organizations. • Strong customer focus as demonstrated by a flexible and enthusiastic approach to work assignments and new learning opportunities. Preferred: Bachelor’s degree in an appropriate area of specialization in Computer Science, Business, Economics, Procurement, Supply Chain Management, Business Administration, or related majors, or a Master’s Degree in Supply Chain Management or related field is preferred. Prefer candidates who have: • Experience and demonstrated performance in using data analysis software and computer programs that will assist in analyzing data, electronic sourcing, and requisitioning • Demonstrated sourcing skills including solicitations (bids and quotes) and the ability to plan and conduct meetings • Understanding of contracts including contract formation, understanding terms and conditions, and contract execution • Proven track record in analytical and prioritization skills • Exceptionally strong written/verbal communication skills • Proven track record of results versus commitments • Demonstrated ability to work independently and produce results with minimum direction (resolve 80% of issues without escalation) • Ability to exercise creative and critical thinking in evaluation situations and developing solutions • Ability to use internal and external resources to independently develop solutions considering customer’s capabilities and limitations • Ability to facilitate stake-holder sessions to achieve consensus and collaboration • Ability to synthesize information into succinct, concise, and logical summaries and reports • Experience in procurement processes (or related) and contract procedures in a higher education institution • Proficiency in the use of various computerized systems and software applications used in FSU Procurement • Ability to develop a through understanding of Procurement in the FSU System and a demonstrated ability to effectively use the system • Proficiency in the application of PeopleSoft Financials (Oracle), Jaggaer Requisition Manager, Contract Manager, Electronic Sourcing, and RFX tools • Experience procuring and soliciting for a variety of commodities or services • Experience with modifying and negotiating terms and conditions associated with contracts or purchase orders • Nationally recognized professional procurement certification such as CPM, CPSM, CPPB, or CPPO
