Objectives and Intended Outcomes

Upon successful completion of this course participants will be able to:

  • Identify advantages and disadvantages of contracting for services.
  • Conduct a make-or-buy decision based on a scenario or case study.
  • Determine variables that impact public/private competition.
  • Develop performance measures for a Scope of Work (SOW).
  • Develop proposal evaluation criteria.
  • Analyze options available to an agency in a protest.
  • Create a transition plan.

Intended Audience

This course is intended for procurement officials, senior buyers, public administrators, and contract managers involved in the procurement of services.


Faced with the challenge of identifying best value, can the public procurement professional successfully engage partners to achieve efficiency, effectiveness, and the social goals of the community? Call it privatization, outsourcing, competitive tendering, or alternative service delivery, contracting for public sector services dominates contract spending at all levels of government in countries around the world. This course examines the process beginning from the decision whether to “make or buy” through the special considerations of the services RFP, the contract award, and contract administration. Practical examples, discussion, group exercises, and cases studies will be used throughout the course.


Though no prerequisites are stipulated for this class, successful participants should have one to two years of public procurement experience prior to enrolling. Others may find completion of Developing and Managing Requests for Proposals in the Public Sector and Contract Administration in the Public Sector to be of benefit.

Requirements of Participants to Receive Certificate of Completion

  • Attendance at the entire course is mandatory. NIGP does not issue partial CEU credits or contact hours.
  • In order to receive credit for the course, participants must pass a final assessment
  • A course evaluation must be completed prior to the completion of the course.
  • Students will receive the Certificate of Completion after completing the final assessment and course evaluation.
