Evaluation Memo Pennington 2021

  • YEAR CREATED: 2021
  • ENTITY TYPE: State
  • TYPE OF DOCUMENT: MODL - Model, Templates
This document is a recommendation for award selection memorandum. It explains the evaluation process for selecting a proposal and provides reasons for recommending a specific company for the contract. The evaluation factors listed in order of importance are experience and credentials, operations and technical, implementation and staffing, company information and litigation history, and the DBE/MWDBE goal plan. The evaluation committee individually evaluated the technical proposals and selected proposers to participate in the demonstration phase. After the demonstration, the committee determined which proposers were still in the competitive range and allowed them to submit a best and final offer. The final evaluation was based solely on the criteria set forth in the RFP. The document states that the award should go to the organization that provides the best value to the county. The recommended company's proposal was deemed superior in terms of experience and credentials, operations and technical, implementation and staffing, and company information and litigation history. There was no significant difference in the DBE/MWDBE goal plans. Despite being slightly higher in cost, the recommended company's technical superiority outweighed the additional cost, making their proposal the best value for the county. The document is signed by a procurement professional and evaluators.
