Presenter Bio(s)
Kirk Buffington retired in June 2019, from the City of Fort Lauderdale, where he spent the last five years as Director of Finance. Kirk also served as Director of Procurement Services and Deputy Director of Administrative Services. Prior to Fort Lauderdale, Kirk was the Purchasing Agent for Osceola County. Kirk has a B.S. in Business Administration from Florida State University, an MBA, with a concentration in Procurement and Acquisitions Management, from Webster University, and a Masters of Legal Studies, MLS, from the University of Cincinnati Law School. Mr. Buffington served as President of the Florida Association of Public Purchasing Officers and was elected to the National Institute of Governmental Purchasing, (NIGP) Board of Directors in July 2003, and served as President of NIGP from 2008-2009. Mr. Buffington co-authored the NIGP LEAP text “The Legal Aspects of Purchasing” and published various articles concerning Procurement Case Law in nationally peer-reviewed academic journals. In 2023 Kirk was awarded the Albert H. Hall Fellow award.
At NC Central his team has been primarily working remotely. Previous experiences, Purchasing Certification and an MBA at Iowa State University allowed a management process that encourage his department to work in a mission oriented environment versus the transactional philosophy that was previously used.

each member needs to register for the webinar individually in advance and then
watch the live webinar. Your credit is tabulated by match between your login
and your registration.
Attendance for Groups
There is a Group Sign-In Form provided
with each webinar. The group sign-in form does not register anyone for the
webinar, it just verifies live attendance. Each person will receive their login
email on the day of the webinar – this verifies their registration.
The group sign in form verifies that they watched the live webinar.
