Successful procurements are heavily reliant upon logical, complete solicitation documents. Too often, the writers
of procurement documents, particularly the Scope of Work (SOW)  “know” what they want, but don’t convey those requirements clearly. Instead, the responses are not acceptable, or they are not fully compliant, or you get caught in an endless cycle of questions and answers and requests for clarifications. If an award is made without both the
solicitation issuer and the bidder sharing a clear understanding of what is to be delivered, you end up with the dreaded change order (CO) and cost overruns. By using a logical solicitation format and making what you write audience- (bidder) focused, implementing the principles of plain language, and using a structured approach that avoids repetition and redundancy, you can make the entire procurement or solicitation process simpler and more productive.

After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
