    Marcheta E. Gillespie, CPPO, CPPB, C.P.M., CPM, is currently the NIGP Consulting Program Manager. She is retired from public sector, having served as the Chief Procurement Officer for the City of Tucson. With over 28 years of experience in public procurement, Marcheta is a passionate advocate for her profession. Marcheta was inducted as a Fellow of the Institute in 2019. She was the 2017 Distinguished Service Award winner. She is a past NIGP President (2013-14) and served on the Board of Directors for 10 years. She is a past Chair of the UPPCC and a Council Member for 3 years. She was the first Chair of the NIGP Talent Council and Chair of the NIGP 2.0 Task Force, the historic project of governance model transformation. She has also chaired the NIGP Task Force for the Values & Guiding Principles Initiative, the NIGP Forum Committee and the NIGP Governance Committee. She has been an active leader and member of the NIGP Southern Arizona Copper Chapter since 1991. Marcheta has spoken and trained at hundreds of international, national, regional and local conferences and events. She is an NIGP Master Certified Instructor and has developed numerous training programs as well as written for national procurement publications. Marcheta owns MG Procurement Consulting, LLC, serving as a professional consultant on numerous agency projects. In 2009, Marcheta was selected as the NIGP Copper Chapter Manager of the Year.

Objectives

Upon successful completion of the certificate, the certificate holder will be able to:

  • Analyze the requirements for a project and provide the best solutions for the entity.
  • Determine the components and criteria required to successfully award a contract that meets the needs of the end user.
  • Describe how to customize terms and conditions in a contract to meet the entity’s needs.
  • Evaluate, select, and apply the tools and processes available for a comprehensive procurement plan.
  • Analyze the requirements of various internal stakeholders in order to adopt one set of specifications for commonly procured commodities.
  • Design contracts that satisfy the shared needs of multiple internal stakeholders to promote efficiency of the procurement function.
  • Evaluate cost and price data to determine total cost of ownership to an entity.
  • Compare the price of a commodity against the benefit to be derived by the entity to determine whether the expenditure is justifiable.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Foundations of Planning & Analysis Certificate, learners must:

  • Complete any pre-work materials provided prior to the course start date.
  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a 70% or higher.

Competency Alignment

This certificate is designed as an exercise-based learning experience and is tied to NIGP’s Public Procurement Competency Framework. Upon completion of the certificate requirements, learners will have demonstrated the successful knowledge, skills, and abilities in alignment with the following competencies:

Pre-Work Requirements

Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.

NIGP has not currently identified if pre-work is necessary for this core certificate. Should pre-work be identified, learners will receive the materials two weeks prior to the physical start date. Contact hours will be adjusted to include pre-work.

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the Foundations of Planning & Analysis Core Certificate, students will have 120-minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.


Length

  • Two day course. Includes pre-class assignments at least two weeks in advance of the course and post-class follow up within one week.

** Receive a $25 early registration discount by registering 60 or more days in advance of the course. A late fee of $50 will be assessed for those registrations received within 30 days of the course.

Cancellation Policy

Registration and payment must be received 30 days prior to the seminar start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 30 days of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
