He also administers all grants and memoranda of understanding. In this role, Danny has demonstrable experience with policy writing, streamlining processes and procedures, developing and delivering training, establishing standard templates, implementing emerging technologies and overall organizational transformation.

The pace of change in the technology arena is so fast that most entities are attempting to outsource the location of their hardware, software, and data by hosting the information in the cloud. This means that procurement professionals must weigh potential cost savings that poses new risks to the entity and understand the unique terms, clauses, and jargon used in these types of solicitations. Further, the procurement professionals must work with internal clients to determine the requirements, risk factors, and data security stored in the cloud. These factors will have an enormous impact on the entity. As a result, the procurement professional must become familiar with the concepts and challenges of the cloud, SaaS, hosting agreements, lines of demarcation, and other evolving cloud technology. Understanding these concepts and challenges is the best way to begin to advise, procure, and negotiate successfully. This class will offer the procurement professional the ability to grasp the concepts and begin to practice some of the skills necessary to navigate the ever-changing world of cloud technology.

Objectives

Upon successful completion of the certificate, the certificate holder will be able to:

  • Acquire and review information needed to procure cloud services.
  • Develop the cloud solicitation to ensure requirements are met and risk is minimized.
  • Facilitate the cloud solicitation and negotiations to ensure risk is mitigated and the agreement is equitable.
  • Administer the cloud contract to ensure compliance and the successful completion of the project.
  • Prepare for the end of the cloud contract by planning the life cycle and minimizing downtime.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Mid-level public procurement and central warehouse professionals who serve as senior buyers, managers, directors, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who either provide procurement functions that support entity programs under delegated authority, or who already have a good understanding of basic procurement principles but wish to get more in-depth, hands-on training.   

  • Professionals who are employed by local governing entities and special authorities (such as K-12 and higher education, publicly owned utilities, transportation providers, and other publicly funded or created entities) who either serve within or manage the procurement function.  

  • Supplier managers and supervisors seeking to understand the public procurement function from a more in-depth holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Cloud Procurement Specialization Certificate, learners must:

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 85% or higher.

Competency Alignment

NIGP’s Specialization Certificates require a strong foundation in the Public Procurement Competency Framework and are designed to be more advanced learnings.

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the Specialization Certificate: Cloud Procurement, students will have 90 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
