The demand and necessity for technology in the modern world is increasing. The successful procurement and utilization of technology is a requirement to function in the world. Procurement must stay up to date about constantly changing technology and how to procure it without exposing their entity to high levels of risk. A knowledgeable, or tech-savvy, procurement professional brought into the procurement planning process and allowed to participate in the full scope of the project increases the success of the project.

Objectives

As a result, Procurement and IT professionals are working together more frequently. Working in collaboration, these professionals can overcome end user reluctance to change by creating and engaging cross-functional teams and utilizing needs assessments. Participants in this course can expect to become better equipped to manage technology and be able to:

  • Examine technological trends and their impact and suitability for use in the procurement function.
  • Use techniques for dealing with changing technology to overcome stakeholder hesitancy or reluctance.
  • Employ skills to promote professional usage of current technology in support of the procurement function.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Mid-level public procurement and central warehouse professionals who serve as senior buyers, managers, directors, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who either provide procurement functions that support entity programs under delegated authority, or who already have a good understanding of basic procurement principles but wish to get more in-depth, hands-on training.   

  • Professionals who are employed by local governing entities and special authorities (such as K-12 and higher education, publicly owned utilities, transportation providers, and other publicly funded or created entities) who either serve within or manage the procurement function.  

  • Supplier managers and supervisors seeking to understand the public procurement function from a more in-depth holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 86% or higher.

This certificate is designed as an exercise-based learning experience and is tied to NIGP’s Public Procurement Competency Framework. Upon completion of the certificate requirements, learners will have demonstrated the successful foundational knowledge, skills, and abilities in alignment with the following competencies:

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the NIGP Sourcing and Contracting Methods competency, students will have 60 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.


Pre-Work Requirements

Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.

  • NIGP has not currently identified if pre-work is necessary for this competency module. Should pre-work be identified, learners will receive the materials two weeks prior to the physical start date. Contact hours will be adjusted to include pre-work.

Length

  • 1 Day Course - Seven-and-a-half contact hour, face-to-face/virtual classroom experience potentially including pre-class assignments at least two weeks in advance of the course and post-class follow up within one week.

Sessions

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
