Presenters Bio(s) 

Lourdes Coss, MPA, CPPO - author of “Procurement Methods: Effective Techniques,” executive coach, procurement consultant,  professional speaker, trainer, D.I.S.C. Personality Assessment Consultant, and founder of M. L. Coss and Associates, LLC. She currently is a leadership and procurement instructor for NIGP and the American Management Association.
Lourdes is a former Chief Procurement Officer and held executive level  positions at some of the largest public agencies in the US, such as: City of Houston, Cook County, University of Illinois at Chicago, City of Chicago and others. During most of her 27 year public service career, she successfully led transformations achieving noticeable operational efficiencies and high performing teams. 
Lourdes graduated magna cum laude from the University of Puerto Rico and received her MPA from Florida State University. She is the vice chair of the NIGP Talent Council Leadership Committee, a former NIGP Board member, and a past member of various Boards.  Lourdes is the recipient of the 2016 Spirit of NIGP Award and the 2018 NIGP Integrity Award.  Lourdes was recognized by Thinkers360 as one of the top 100 Women Thought Leaders to Follow in 2020.

Bruce D. Collins has over 25 years of experience in program management, regulatory compliance, grant writing/management, business process alignment and procurement/supply chain management. Bruce obtained his experience and knowledge from working in both the public/private sectors.
Under Bruce’s leadership, the City of El Paso has received various awards for innovation or best practices. Bruce has conducted training and lectured to both public entities and private sector businesses. The topics have ranged from Integrating Lean Six Sigma Practices in Governmental Purchasing; Using Technology to increase Transparency and Efficiency; Principles and Best Practices of Contract Administration, Reimaging Supply Chain Management/Procurement, Davis Bacon Related Acts, Developing Supplier Diversity/Socioeconomic Programs and the Uniform Relocation Act.
Bruce has a Bachelor’s of Science in Business Administration and holds multiple certifications including a Master’s Certification in Government Contracting from ESI/George Washington University, Lean Six-Sigma Green Belt and is Certified Public Purchasing Officer (CPPO).
Bruce’s passion for purchasing and governmental service is surpassed only by his love of God, family and the Big Ten Conference.

Attendance for Individuals

In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.


Attendance for Groups

There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
