    Ron, originally from South Boston, VA, has over 37 years of purchasing experience in both the private and public sectors, beginning as a buyer with Leggett department store for six years then moving on to the public sector at the University of Virginia in 1987. Ron has performed procurement duties at the University of Virginia, Virginia Commonwealth University (VCU), Virginia Museum of Fine Arts, Department of General Services/Division of Purchases & Supply, and the VA Department of Agriculture & Consumer Services. He retired in March of 2018 as Deputy Director, Sourcing & Contracting for the VA Department of General Services/Division of Purchases & Supply in Richmond, VA. He is currently the Content Developer for NIGP—The Institute for Public Procurement. Ron is certified as a CPPO, CPPB, Virginia Contracting Officer (VCO), and Virginia Contracting Master (VCM). He earned a Level 1 certificate in Purchasing from John Tyler Community College in 1996 and obtained Master Instructor status with NIGP in 2000. He holds a Bachelor of Arts degree and a Master of Arts degree in English from James Madison University. He taught at VCU as an adjunct professor in the English Department from 1988 - 2016.

A critical role that procurement practitioners serve is benefitting the population within a jurisdiction through economic stimulation and sustainability practices. Practitioners must understand how to properly engage Disadvantaged Business Enterprises in procurements. Also, practitioners must understand how to employ sustainability efforts in ways that can benefit their entity.

Objectives

In order to successfully earn a digital badge, learners must:

  • Build, grow and optimize Disadvantaged Business Enterprises programs using different methods,
  • Incorporate environmental sustainability efforts in their everyday procurements,
  • Support the local economy through the inclusion of work with local businesses, and
  • Mitigate challenges, which may occur through service contracts because of labor issues.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:
  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 80% or higher.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
