    Theresa is the Purchasing Manager for the City of Everett in Everett Washington. She has 20+ years of procurement experience of which, over 16 years have been spent in public purchasing. She enjoys conducting Requests for Proposals for service contracts and administering construction projects from cradle to grave. Theresa has participated on both the Specifications and Protests Global Best Practice Task Force teams. In her spare time, she frequently teaches Adding Value to Procurement, World Class Procurement Practices, and Managing your End Users and Suppliers: “It’s all about Relationships!. She is a past Membership Secretary for the Washington State Chapter of NIGP and is currently the chapter’s Education and Research Chair.


    Theresa is a graduate of Seattle University where she earned her Bachelor of Arts in Business Administration with a dual concentration in both Operations Management and Marketing.

Procurement of architect and engineering professional services and construction services is a niche speciality in the profession. While the public procurement principles continue to apply, some practices, methods, and laws are unique to the procurement of professional services and construction. Procuring professional design services and construction can be very challenging, as each project is unique, and often complicated. New and evolving project delivery methods like progressive design-build and construction manager at risk adds new challenges for the public procurement professional.

Objectives

NIGP's Specialization Certificate: Construction Procurement course provides a dedicated learning experience where students leave with the ability to:

  • Establish and evaluate information needed to procure professional design services and construction.
  • Structure the construction procurement to meet an entity’s project goals.
  • Develop the construction solicitation to mitigate risk and maximize competition.
  • Facilitate the solicitation period and the award process to ensure a fair and competitive environment.
  • Administer the contract to ensure compliance with contract terms and the successful completion of the project.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Mid-level public procurement and central warehouse professionals who serve as senior buyers, managers, directors, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who either provide procurement functions that support entity programs under delegated authority, or who already have a good understanding of basic procurement principles but wish to get more in-depth, hands-on training.   

  • Professionals who are employed by local governing entities and special authorities (such as K-12 and higher education, publicly owned utilities, transportation providers, and other publicly funded or created entities) who either serve within or manage the procurement function.  

  • Supplier managers and supervisors seeking to understand the public procurement function from a more in-depth holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Specialization Certificate: Construction Procurement Certificate, learners must:

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score 83% or higher.

Competency Alignment

NIGP’s Specialization Certificates require a strong foundation in the Public Procurement Competency Framework and are designed to be more advanced learnings.

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the Specialization Certificate: Construction Procurement Certificate, students will have 90 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
