    Denise is the Procurement and Contract Management Services Manager for the City of Fort Myers located in beautiful Southwest Florida. Prior to joining the City, Denise served as the Purchasing Manager for Lee County Port Authority, the Associate Director for the University of Kentucky’s Purchasing Division and as the Director of Procurement and Contract Management Services for Yavapai Community College in Prescott, Arizona. Denise has enjoyed the many opportunities that NIGP has helped her with over her career. With almost thirty years of procurement experience in both the public and private sectors, in the U.S and in Canada, she has a proven track record of designing and delivering outcome-oriented policies and programs that strengthen talent development and organizational effectiveness. Denise is very active in NIGP; The Institute for Public Procurement, FAPPO; Florida Association of Public Procurement Officials and GCAPGO; Gulf Coast Association of Governmental Purchasing Officers, She was a founding member of the Grand Canyon Chapter of NIGP serving as both President and Vice-President and served on the Board of NIGP Kentucky Public Procurement Association. Denise was active in NAEP; The National Association of Educational Procurement during her time in higher education. She served on the Board of NAEP as the secretary, 2nd Vice President, 1st Vice President and Executive Vice President of the National Board of Directors and NAEP representative on the E&I Board. She chaired the Professional Development Committee very successfully for seven years leading the team that created the Competency Model that has produced updated job descriptions and changes to the training programs offered both online and in person. Denise was also active with the National Purchasing Institute (NPI) for several years serving on their Board of Directors from 2005 through 2007. Denise served on the UPPCC Board of Examiners for nine years, chairing for the last four; she is proud to be part of the team that has improved Pubic Purchasing Certifications and assisted in make the certifications available to all non-profit schools, both public and private. She has also served on the UPPCC Job Analysis Task Force and the Test Specifications Task Force. Denise has made presentations at national and regional meetings for NIGP, NAEP, NPI, SparX and Educause and is a senior consultant for the NIGP Consulting team. She is passionate about the Procurement Profession, continuing education and certification. Procurement leaders are responsible for mitigating risks for their departments. Although every procurement professional is involved in risk management, every entity ultimately relies on its procurement leaders to protect the entity when it enters into contracts for goods and services. Mitigation of risks begins even before the procurement cycle is initiated with a process known as risk analysis.

When considering a new initiative, it can be difficult for a procurement leader to determine a starting point for risk analysis. Who is involved? How can risks be identified from various stakeholders? Will a specific procurement solve a problem, or is there another root cause? How can strategies obtained from a risk analysis be implemented?

Objectives

NIGP’s Advanced Risk Analysis course is a scenario-based, 8-hour learning experience where students leave with the ability to:

  • Anticipate risks and problems that can arise during the procurement process.
  • Create and carry out an effective procurement risk management strategy plan.
  • Conduct a peer review of a solicitation to find errors and omissions or make other suggestions to the document, answer supplier questions, and determine appropriate contract terms.
  • Mitigate risk after contract award by ensuring that the people with appropriate approval authorities execute the contract, providing feedback to suppliers not awarded and handling protests and appeals.
  • Minimize risk throughout the life of the contract by monitoring deliverables, conducting reviews and checks on contract performance, mitigate any recurrences of issues, and monitoring customer buy-in.
  • Create a risk register to identify the items with the highest level of associated risk and actions that may be needed to mitigate those risks.
  • Reduce instances of litigation, mistakes, and speed bumps.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Mid-level public procurement and central warehouse professionals who serve as senior buyers, managers, directors, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who either provide procurement functions that support entity programs under delegated authority, or who already have a good understanding of basic procurement principles but wish to get more in-depth, hands-on training.   

  • Professionals who are employed by local governing entities and special authorities (such as K-12 and higher education, publicly owned utilities, transportation providers, and other publicly funded or created entities) who either serve within or manage the procurement function.  

  • Supplier managers and supervisors seeking to understand the public procurement function from a more in-depth holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Competency Module, learners must:
  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination.

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
