    Originally from Australia, Nathan worked as an attorney both Down Under and in the UK before he found his true calling – procurement. He currently works on the Agency Sourcing Team with the South Carolina State Fiscal Accountability Authority. Working for the centralized procurement agency for the State of South Carolina, Nathan’s job is to assist State Agencies purchase goods, services, and IT products whose value exceeds those Agencies’ certification level. In other words, he buys stuff. Big stuff. Nathan also teaches the SC Government and Procurement Ethics class to procurement professionals in South Carolina, and will soon be teaching a class on complying with request under the Freedom of Information Act. And no, he does not know Chris Hemsworth.

Increasingly, governmental entities are embracing technology and IT infrastructure solutions in their desire to interact more strategically and beneficially with the communities they support. As a result, procurement professionals are expected to procure and negotiate contracts and agreements with more complex terms and conditions. Performing these tasks, however, requires the procurement professional to evaluate a multitude of topic-specific factors that affect stakeholders and the governmental entity alike. Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Foundations of Technology Specialization Certificate, learners must:

  • Complete any pre-work materials provided prior to the course start date.
  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a 73% or higher.

Competency Alignment

NIGP’s Specialization Certificates require a strong foundation in the Public Procurement Competency Framework and are designed to be more advanced learnings.

Pre-Work Requirements

Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.

  • Technology Fundamentals for Public Procurement
  • Negotiating Technology Agreements

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the Foundations of Technology Procurement Specialty Certificate, students will have 90 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.

  • 3 day course. Including pre-class assignments at least two weeks in advance of the course and post-class follow up

** Receive a $25 early registration discount by registering 60 or more days in advance of the course. A late fee of $50 will be assessed for those registrations received within 30 days of the course.

Cancellation Policy

Registration and payment must be received 30 days prior to the seminar start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 30 days of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
