    Terry McKee, NIGP-CPP, CPPO, CPPB, C.P.M. Terry McKee is the IT and Procurement Director for Knoxville's Community Development Corporation (KCDC) where he oversees the information systems, procurement and warehousing functions for this public housing and redevelopment agency. During his 32-year public procurement career, he has also led procurement for two other governments: Knox County Schools and Knox County. Terry has served as a member of the NIGP Procurement Consulting team since 1995 and has led or participated on review teams around the nation and in Canada. He earned bachelor degrees in Education and Political Science and holds a Master’s Degree in Public Administration from the University of Tennessee. Terry has pursued numerous educational opportunities beyond college including various certifications (CPPO, CPPB, C.P.M. and CPCP). Terry received the designation of Certified Public Administrator from the State of Tennessee. Along the way Terry has earned several honors including the “Spirit of NIGP” Award (2013), NIGP’s Innovation” Award, NIGP (2007), the East Tennessee Purchasing Association's “Purchasing Professional” of the Year (1993), the East Tennessee Purchasing Association's “Procurement Manager” of the Year (2017) and NIGP’s Purchasing Manager of the Year (2017). In 2020, the University of Tennessee's Masters in Public Policy Administration (MPPA), named Terry as a "Fellow" of the program. Terry has served his chapters in many capacities through the years including committee chair, secretary, treasurer, vice president and president (5 years). Terry has also served NIGP on the Research, Knowledge and Accreditation Committees; the local host committee for the Nashville forum; Global Best Practices and many other ad hoc committees.

This course provides a framework for understanding the conditions of properly expending federal grant funds. Federal grants have specific requirements and expectations. As such, procurement professionals must be capable of understanding and meeting the unique requirements of the grantor and reconciling local rules with federal rules. Failure to follow the requirements may result in questions from audit findings and even having to repay the grant. This course covers the most predominate federal requirements. However, there are many federal grants that have unique requirements that cannot be reviewed in a general federal grants course.

Objectives

NIGP's Using Federal Grant Funds specialization course creates a dedicated learning experience where students leave with the ability to:

  • Analyze federal grant conditions to ensure federal requirements can be met.
  • Develop the solicitation to meet federal requirements and reconcile local requirements with federal requirements.
  • Facilitate the evaluation, award, and supplier performance to ensure supplier and the contract are following federal requirements.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Mid-level public procurement and central warehouse professionals who serve as senior buyers, managers, directors, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who either provide procurement functions that support entity programs under delegated authority, or who already have a good understanding of basic procurement principles but wish to get more in-depth, hands-on training.   

  • Professionals who are employed by local governing entities and special authorities (such as K-12 and higher education, publicly owned utilities, transportation providers, and other publicly funded or created entities) who either serve within or manage the procurement function.  

  • Supplier managers and supervisors seeking to understand the public procurement function from a more in-depth holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully complete the NIGP Specialization Certificate: Using Federal Grant Funds, learners must:

  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score 72% or higher.

Competency Alignment

NIGP’s Specialization Certificates require a strong foundation in the Public Procurement Competency Framework and are designed to be more advanced learnings.

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the Specialization Certificate: Using Federal Fund Grants, students will have 90 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.

Cancellation Policy

Registration and payment must be received 30 days prior to the seminar start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 30 days of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
