The ability to not just identify the appropriate source selection method but also to recognize the advantages and disadvantages of each is critical for the success of the procurement professional.

Objectives

NIGP’s Sourcing and Contracting Methods course creates a dedicated learning experience where students leave with the ability to:

  • Identify the appropriate source selection method and describe the components required to successfully meet the needs of the end user.
  • Identify advantages and disadvantages of contracting for commodities.

Intended Audience

This offering is targeted to individuals who meet or exceed the following professional demographics:  

  • Entry-level public procurement and central warehouse professionals who serve as assistants, coordinators, buyers, or equivalent functions within their respective entities.   

  • Non-procurement managers and supervisors who are responsible for either the procurement function or staff who provide procurement functions under delegated authority.   

  • Professionals who are employed by governing entities and special authorities (such as K-12 and higher education, publicly-owned utilities, transportation providers, and other publicly-funded or created organizations) that either serve within or manage the procurement function.  

  • Suppliers or representatives of suppliers seeking to understand the public procurement function from a holistic level, including the policies, standards, and procedures by which public entities must function.  


Completion Requirements

In order to successfully earn a digital badge in the Sourcing and Contracting Methods competency, learners must:

  • Complete any pre-work materials provided prior to the course start date.
  • Attend and participate in the entirety of the instructional event.
  • Complete the post-course evaluation survey available in Aspire.
  • Complete the final assessment examination with a score of 85% or higher.

Competency Alignment

This certificate is designed as an exercise-based learning experience and is tied to NIGP’s Public Procurement Competency Framework. Upon completion of the certificate requirements, learners will have demonstrated the successful foundational knowledge, skills, and abilities in alignment with the following competencies:

Post-Course Assessment

As outlined above, all students must successfully complete a timed post-course assessment upon completion of the learning experience. Assessments can be taken up to three (3) times to achieve a passing score. If a learner is unsuccessful in achieving a passing score within these attempts, they will be required to take the course again. For the NIGP Sourcing and Contracting Methods competency, students will have 60 minutes to complete all questions in the assessment, with any questions not answered being marked “Incorrect” within Aspire. Once learners receive access, they will have ten (10) calendar days to complete the assessment. Students who do not complete the assessment within this time frame will be required to retake the course.


Pre-Work Requirements

Prior to entering the classroom environment, students will be enrolled in the following self-paced courses to learn and practice necessary concepts.

  • NIGP has not currently identified if pre-work is necessary for this core certificate. Should pre-work be identified, learners will receive the materials two weeks prior to the physical start date. Contact hours will be adjusted to include pre-work.

Length

  • 1 Day Course - Eight hour, face-to-face classroom experience potentially including pre-class assignments at least two weeks in advance of the course and post-class follow up within one week.
  • In this instructor-led environment, learners interact with a cohort of their peers over a set period. The course experience is built around experiential learning, or “learning by doing,” empowering learners through practical application of real-life tasks while tapping into the experience of both peers and an NIGP-certified facilitator. As part of course registration, students receive a workbook including job aids, practical application exercises, and case studies designed to promote critical thinking and immediate, post-course application of lessons.

Sessions

Cancellation Policy

Registration and payment must be received 24 hours prior to the course start date. After this time, registrations will be based on space availability.  A full refund, less a $75 administrative fee will be given for cancellations made in writing 31+ days prior to the seminar date by emailing RegistrationInfo@nigp.org. No refunds are given for cancellations received within 24 hours of the seminar start date. There are no refunds for no-shows. If the seminar is cancelled for any reason, NIGP's liability is limited to the registration fee only.  

Attendee substitutions within the same agency may be done at any time with email notification to NIGP. If attending via scholarship, please provide documentation verifying the scholarship issuer's name and contact information in lieu of payment information.
