Overview

The Global Best Practices on Performance Measures and Performance Metrics establish that a best practice entity should have a performance measurement system and data by which to assesses progress of how any entity is performing in various areas of procurement. These practices speak to the "what", "how" and "why" of analyzing an entity's performance. So as an entity prepares for, executes and analyzes the results of these practices, how do they determine whether their outcome is "best practice", in alignment with comparable peers or in need of improvement?
 
Presently, the public procurement profession lacks standardized measures and metrics. Further, there is a lack of benchmark data for comparative analysis. This presents challenges when an entity desires to measure its performance and structure against a point of reference in the industry to determine where they are in alignment or where there are areas of needed improvement. The NIGP Consulting Program, in collaboration with NIGP, is leading a project to define best practice benchmarks for procurement performance.
 
In the session, participants will discuss their thoughts on the two best practices, as well as discuss potential benchmark standards to measure against. Participants will then hear about actual results from the project, to compare to their own discussion results.


What You'll Learn

After completing this online training session, learners will be able to:
 
1.  Identify measures of public sector procurement, recognizing how to leverage Global Best Practices for both Performance Measures and Performance Metrics.
2.  Discuss the manner in which measures and metrics should be established and applied from both an industry perspective as well as an entity perspective.
3.  Examine and analyze results of the NIGP Consulting benchmark project against session discussion and specific entity measurements.
 

Presenter Bio(s) 

Marcheta Gillespie, FNIGP, CPPO, NIGP-CPP, CPPB, C.P.M., CPM, is a dynamic international speaker, professional consultant, and trainer. For over 32 years, Marcheta has served as an experienced thought-leader, advocate, and volunteer leader in the procurement profession. As the former Chief Procurement Officer at the City of Tucson, Marcheta led one of country’s most highly acclaimed procurement organizations. Retired from government service, Marcheta now serves as President of NIGP Code & Consulting, working with public and private industry to transform their procurement operations. Marcheta is the 2019 Albert H. Hall recipient and 2017 Distinguished Service Award recipient, the highest honors bestowed upon individuals by NIGP. Marcheta is a former Chair of the UPPCC Governing Board, Former President of NIGP and served on the NIGP Board of Directors for 10 years. She now serves on the NIGP Business Council and Chairs the NIGP Mentorship Committee. Marcheta has spoken at hundreds of international, national and regional events and authored numerous published works in the profession.

In order to receive one contact hour, each member needs to register for the webinar individually in advance and then watch the live webinar. Your credit is tabulated by match between your login and your registration.

Attendance for Groups

There is a Group Sign-In Form provided with each webinar. The group sign-in form does not register anyone for the webinar, it just verifies live attendance. Each person will receive their login email on the day of the webinar – this verifies their registration. The group sign in form verifies that they watched the live webinar.
